Ramstein completes its tenth year of Stolen Cerberus

Stolen Cerberus X, a joint training exercise involving members from Team Ramstein and the Hellenic air force, concluded its tenth annual iteration at Elefsina Air Base, Greece, May 11.

Stolen Cerberus is a two-week flying training deployment hosted by the 37th Airlift Squadron, and aims to enhance interoperability and airlift capabilities between U.S. and Hellenic armed forces, as well as strengthen bilateral defense ties and execute both aeromedical evacuation and jump training in the U.S. European Command area of responsibility.

To achieve these objectives, three U.S. Air Force C-130J Super Hercules aircrafts assigned to the 37th AS, from Ramstein Air Base, and two Hellenic air force C-130H Hercules aircraft, assigned to the 356th Tactical Airlift Squadron at Elefsina AB, were employed during the exercise.

“Every unit that we’ve had down here has performed phenomenally, and have all worked so hard to make this exercise run smoothly,” said U.S. Air Force Capt. Andy Wilson, 37th Airlift Squadron Stolen Cerberus detachment commander.

It wasn’t just the aircrew and jumpers executing the mission Wilson said, but there were Airmen behind the scenes working 12-hour days every day, who understood the importance of the mission, and are the reason it came together.

All the behind-the-scenes work allowed participants, including the 37th AS, to learn new skills they are unable to perform in Germany such as black-out landings and lower-altitude flight maneuvers.

The opportunity to hone these skills not only makes units more capable, but also strengthens ties and interoperability with our NATO ally.

“The ability to practice something that is completely new for us at the 37th AS has made us a more well-rounded operation that is ready for any real-world scenarios.” said U.S. Air Force Capt. Mike Pieschl, 37th Airlift Squadron Stolen Cerberus mission commander.

In addition to training together, Stolen Cerberus X enhanced overall coordination with the Hellenic forces, reaffirming the United States’ commitment to boosting partner forces’ capabilities, readiness and responsiveness.

“This is my first time flying with the Hellenic air force,” Pieschl said. “It’s amazing these teams can come together every year and come up with new, effective training and operate together in a completely new environment to us. I think it speaks to the partnership that has been built over the last 10 years and it is important to have that relationship around Europe.”

At the end of the exercise, both the U.S. and Hellenic forces expressed their appreciation for their long partnership, which they intend to sustain generations to come. Preparations for Stolen Cerberus XI are already underway.

No OCOLA decrease for KMC in May

The Department of Defense will implement Overseas Costof-Living-Allowance decreases effective May 15 and Nov. 15, however, U.S. service members in the Kaiserslautern Military Community will not be impacted by the decrease this year.

Q1: What is Overseas Cost-ofLiving Allowance (OCOLA)?

A: OCOLA is a monthly supplement designed to ensure service members assigned to an OCONUS duty station maintain an equivalent level of purchasing power as service members stationed in CONUS—not less purchasing power, but not more either. OCOLA addresses the increased cost of non-housing goods and services (e.g. groceries, clothing, and even online purchases), but not utilities or housing, which are accounted for separately through housing allowances.

Q2: How is OCOLA calculated?

A: The Department collects shopping data directly from service members through a Living Pattern Survey. These locationspecific surveys are conducted every three years on a rotational basis to determine the cost of necessary living items such as groceries, services, and fuel. The OCOLA is based on the difference between

CONUS and OCONUS prices. OCOLA can also change on based on fluctuations in the currency conversion rate.

Q3: Why is the Department changing how OCOLA is adjusted?

A: On December 23, 2022, the National Defense Authorization Act for Fiscal Year 2023 enacted restrictions limiting the Department’s implementation of OCOLA decreases — those based on cost-of-living data and currency fluctuations — to no more than once every six months or in connection with a service member’s permanent change of station. The Department will continue to implement OCOLA increases when warranted throughout the year. Based on the new legislation, the Department will implement OCOLA decreases greater than two index points (based on data), in 50 percent increments this year, effective May 15 and November 15. OCOLA decreases on hold since December 8, 2022, will now be effective May 15, and service members in affected locations outside the contiguous U.S. (OCONUS) will see the decreases in their June 1 paychecks. Whenever possible, advance notification of at least 30 days prior to implementation will be provided to combatant commanders and overseas

points of contact to ensure service members have time to prepare for the pending changes. The Department will continue to inform CCMDs and POCs of the potential effects of currency fluctuations on OCOLA rates throughout the year as the scheduled implementation dates approach to prepare service members for these changes.

Q4: How will I know if my installation has a pending OCOLA decrease?

A: The department previously notified the geographic combatant command and overseas points of contacts for all OCONUS locations scheduled for pending OCOLA decreases effective May 15. Our geographic CCMD, U.S. Air Forces in Europe and Air Forces Africa, will provide additional information and guidance on how OCOLA decreases may affect you and how to manage an OCOLA decrease if you are in an affected OCONUS location.

Q5: How do I compute how an OCOLA decrease will impact my OCOLA payment?

A: The department provides an OCOLA calculator service members may use to compute current or future OCOLA payments based on changes in a service member’s OCOLA rate, permanent duty station, pay grade, years

Q6: Why is OCOLA decreasing given the historic levels of inflation worldwide?

A: While it may seem counterintuitive that OCOLA would decrease during a time when costs are noticeably higher for day-to-day items such as groceries, gas, and clothing, the foundation of the OCOLA program is to maintain economic parity between Service members stationed in CONUS and OCONUS. While Service members are facing higher prices OCONUS, members stationed in CONUS continue to face higher inflation as well. Data indicating that CONUS inflation increased at a greater rate than an OCONUS location would warrant a decrease in the OCOLA rate. The strengthening of the U.S. Dollar may also cause OCOLA decreases for foreign OCONUS locations as fewer dollars are required to purchase the same level of goods and services.

The Department implemented a 90-day pause in OCOLA decreases in December 2022, and because of this pause, the decision to implement OCOLA decreases in several OCONUS locations has been put

on hold while increases continued to be implemented. While OCOLA rates may decrease, Service members in most OCONUS locations will still receive an OCOLA payment, indicating non-housing costs (e.g. groceries and clothing) in their location remain higher than in CONUS. Note: Utilities or housing costs are accounted for separately through housing allowances.

Q7: Is the department considering any other resources to assist service members and families stations overseas?

A: In January 2023, service members received a 4.6 percent increase in basic pay and an 11.2 percent increase in basic allowance for subsistence. In addition, in September 2022, Secretary Austin signed a memo titled “Taking Care of Our Service Members and Families,” directing additional actions to help service members and their families with the unique challenges of military life. 13th APORA medical conference hosts 29 nations in Lusaka, Zambia

Deployment exercise hones readiness, builds bonds

157th

Total Force Airmen from Pease Air National Guard Base, New Hampshire, completed a multi-day deployment readiness exercise to Lajes Air Base in the Azores, Portugal, May 1-7.

More than 250 Airmen from the 157th Air Refueling Wing and the 64th Air Refueling Squadron executed the large-scale deployment exercise designed to test their ability to provide rapid generation, employment and sustainment of combat air power and aeromedical evacuation to the European theater in support of NATO allies.

Over the course of the seven-day exercise, the unit mobilized, processed, deployed, sustained, and redeployed hundreds of Airmen; moved all of the equipment and cargo needed for the operation; collaborated with allied nation forces and U.S. European Command organizations; maintained and operated four aircraft, launching 19 sorties across the European Theater; simulated aeromedical evacuation operations; and tested the abilities of Airmen to operate in new and uncertain circumstances, including simulated chemical warfare environments.

The training operation was led

by the NH Air National Guard but also involved aeromedical evacuation teams from the Delaware, North Carolina, and Minnesota ANGs, a C-17 from the New York ANG, and a KC-135 from the Utah ANG.

The exercise started May 1, as Airmen arrived at Pease to complete just-in-time training and ensure they met all readiness requirements. Over the next days, crews from across the base finalized documentation, assembled pallets, and configured and loaded cargo into the multiple KC-46 aircraft that would soon launch. The training operation reached full-speed in the early-morning hours of May 4, with Airmen arriving as early as 1 a.m. to out process prior to the fourhour flight to Lajes Air Base.

Within seven hours of the first takeoff, New Hampshire’s only Air National Guard unit had successfully launched eight of its KC-46 aircraft, both in support of the exercise, as well as other operational taskings.

The exercise was the wing’s first under the new Air Force Force Generation (AFFORGEN) model and tested the abilities of Airmen to adapt to unfamiliar locations and uncertain situations. It also operationalized the Agile Combat Environment (ACE) construct.

According to the Air Force, operationalizing ACE will aid in: the

codification of a repeatable and understandable process; forces that are suitably organized, trained, and equipped; theaters that are postured with the appropriate equipment, assets and host nation agreements; and robust joint service and partner nation integration and interoperability. Hosting the exercise at the Portuguese-owned Lajes Air Base, within the U.S. European Command theater, enabled the exercise to successfully touch on each aspect of the construct.

One facet of the ACE framework the exercise focused on was the development of the Multi-Capable Airmen the Air Force anticipates it will need in future conflicts. In the Multi-Capable Airman (MCA) framework, Airmen will need to perform their duties with limited resources and in unfamiliar environments, as well as potentially fulfill roles outside their job specialty. The exercise was structured to provide Airmen exposure to some of those roles.

Senior Airman Anna Arnold, a paralegal with the 157th Judge Advocate office, was one Airman who had this opportunity. Normally an administrative troop who primarily works in an office environment, during the exercise she spent time on the flightline in chemical warfare gear working alongside maintenance

Airmen as they prepared to launch some of the 19 aircraft sorties that took place during the course of the exercise.

The maintainers walked the legal Airman through the process of preparing and launching jets, showed her some of the ways they interface with flightdeck instruments to maintain the jet, and gave her a lesson in aircraft marshalling.

“One of the things that struck me was how flexible and adaptable everyone has to be in order to get the jets off the ground,” said Arnold. “There were changes coming and they had to be ready to take action as soon as they came down.”

She also said the experience, which included front-row seating to three back-to-back aircraft launches, helped her understand where she fits into the mission.

“Getting to know the people was really cool and I have more context and experience for the mission I support with my work [as a paralegal],” she said.

Airman 1st Class Stephan Roberts, a first-term Airman with the 157th Logistics Readiness Squadron who joined the NH ANG in 2022, said the mission to Lajes was his first and was an excellent opportunity to meet other teams and see how they do things. It was also his first experience

flying aboard a military aircraft.

He said the exercise was a valuable opportunity to get exposed to the operational tempo, see first-hand why things are done in specific ways, and to ask questions. He also had the opportunity to shadow transportation Airmen and help palletize cargo with logistics Airmen.

“The speed things are done, and the ability to move so many people so efficiently and effectively, has been surprising,” he said.

Training plans for the exercise were developed at the squadron level, instead of the top down, one-size-fitsall approach of the past. This allowed leaders to tailor the exercise to the needs of their Airmen and also created unscripted circumstances that required decision making at the lowest level, using the information available, to meet exercise objectives—a key tenant of the ACE framework.

Capt. Charlene Champy, a maintenance officer with the 157th Air Refueling Wing, said the uncertainty associated with maintaining and launching an aircraft from an unfamiliar airfield, the need to make onthe-fly decisions, as well as working closely with the aircrew and other support groups, was a great opportunity for her Airmen, many of whom have never before been on an offstation mission.

“I’m really grateful to see how excited my Airmen are to participate in this exercise,” she said, noting that a number of her off-duty Airmen were still hanging around their work center, as well as the overall boost in morale she has seen in them.

The mission was the 157th’s first large-scale, off-station exercise since before the COVID-19 pandemic — a period that also saw some changes to the demographics of the force. The exercise gave both new and seasoned

Airmen a chance to get to know one another, strengthen esprit de corps, morale and resiliency. This included a facilitated discussions around resiliency in the face of deployments and other life stressors.

Senior Airman Eric Wong, a first-term Airman with the 157th Operations Group who joined in 2019, served as one of the facilitators and shared personal stories about adversity he faced in his own life.

Wong said personal resiliency is an important aspect of readiness,

especially in the face of growing global threats. As the majority of the audience was made up of junior Airmen on their first overseas mission, like himself, he felt that sharing his personal story would resonate and help them be more ready.

“It’s important to be ready, to be prepared, and this exercise gets everyone’s feet wet, to know what to expect in the future,” he said.

After three days of honing their skills and building relationships at Lajes Air Base, Airmen redeployed to

Pease Air National Guard Base and out processed, May 7.

Addressing Airmen at an all-call the evening before redeploying to Pease, Col. Brian Carloni, the 157th Operations Group commander and exercise leader, praised the team for the hard work and long days they put in to make the mission a success.

“We have a different team and a different mission,” he said, alluding to the changing demographics and the unit’s recent transition from the KC-135 to the KC-46. “But these

exercises are the things that build the bonds that form a fighting force.”

Carloni said the exercise demonstrated the unit’s readiness and resolve to meet our adversaries head on and will likely serve as a model for future exercises across the Air National Guard.

“We set out to see if we could, and we sure showed them at we can and will continue in the future,” he said. “We’ve never been more ready and this is a huge testament to how capable our Airmen are.”

Innovation critical to success as DOD faces competition with China

Kathleen H. Hicks warned today that the Defense Department’s propensity to innovate will be vital to deterring future conflict and maintaining the U.S. military’s strategic edge going forward.

That strategic advantage, Hicks said, has come under increasing pressure given the rapid advance of China, the U.S.’s “pacing military challenge,” which shows no sign of letting up.

“And because time and our competitors are not standing still, we cannot stand still, either,” she said. “The [People’s Republic of China] is a generational challenge; while it will change over time, it isn’t going anywhere.”

“So, we’re in a persistent competition for advantage,” she said. “But we must respond with confidence and urgency, not react with pessimism and panic.”

Innovation, she said, remains a “critical tool” for meeting the challenge.

“Make no mistake, we need defense innovation in every form — from a combination of new technologies and processes to new tactics, techniques and procedures — in order to overcome operational challenges and present dilemmas to those who might threaten us,” Hicks said.

In order to be effective, that innovation must be an all-handson-deck effort from not only those in the Pentagon, but also the front-line warfighters.

“[I]nnovations are often shaped by who’s in the room, and

who has a seat at the table,” she said. “It isn’t just about which tech sectors get R&D dollars. It’s also about having a warfightercentric culture, and making sure we bring together operators, intel analysts and technologists

routinely and systematically.”

Meeting that challenge, Hicks said, is often easier said than done in an organization as large as the Defense Department and will require changes in culture to overcome the barriers to

innovation that persistently emerge within the DOD.

“We should never be satisfied,” she said. “And in an organization this large, and an ecosystem this complex, we should always be pushing to get out of our own way.”

Key to fostering a culture of innovation, Hicks said, is embracing a willingness to fail and taking a talent-centric approach to addressing pressing challenges, recognizing that “people will always be the engine of innovation.”

Hicks offered her remarks as part of the Ash Carter Exchange on Innovation and National Security in Washington.

The event, named after the late Secretary of Defense, was offered as a forum to bring together representatives from the government and private sector to advance collaboration on the most pressing challenges in national security.

Carter, a trained theoretical physicist who died in October at age 68, was widely known for his ability to spur innovation throughout his long tenure in government service.

“America’s DNA is to innovate — Ash knew this as well as anyone,” Hicks said. “And it has repeatedly enabled us to drive and master the future character of warfare.”

Anything is “paw-ssible” Kaiserslautern Outdoor Recreation’s dog training

Kaiserslautern Outdoor Recreation dog obedience training classes are held every Saturday, rain, snow, or shine, at the Kaiserslautern Outdoor Recreation Motor Pool on Pulaski Barracks. Classes are for one hour, with time slots between 9 a.m. to noon and are for dogs starting at eight-weeks of age.

Led by certified dog-obedience trainer and instructor, Raffaella Burriss (who goes by Raffie), the informative classes aim to help dog owners successfully train their four-legged friends in a safe and engaging environment using positive training techniques that help develop dogs into the exceptional pets and family members that they are meant to be.

Raffie has been training dogs since 2004 while working with her own dog in K9 Search and Rescue, the American Red Cross Pet Visitation Program at Landstuhl Regional Medical Center and started teaching dog obedience classes at the Kaiserslautern Rod and Gun Club. She has been working with Kaiserslautern Outdoor Recreation since 2015. She is an American Kennel Club Canine Good Citizen evaluator as well as an AKC Temperament Test evaluator.

The training classes are set up around an agility course, which provides the dog owners and their dogs fun and challenging obstacles that help them work on developing trust and improving communication, while also building up the self-confidence of the dogs that participate in the weekly classes.

“I have an agility course set up because I think that working with your dog and having fun with your dog at the same time, is very important,” said Raffie.

For Martin Killinger, a materiel examiner for the Defense Logistics Agency, and his dog, Penny, coming to training with Raffi has made all the difference in Penny’s confidence and his ability to communicate with her.

“Penny would always be right beside me, afraid and scared of everything,” said Killinger. “Since we’ve been coming to the training on Saturdays, she has become more engaged with the world around her, she has been learning, she’s more social and, she pretty much does whatever I say.”

Killinger’s dog Penny, Raffie points out, is a great example for the new dogs who come to class. She describes how Penny used to be timid, but to look at her whiz through the agility course now, you’d never know that — she is a different dog, full of confidence. In fact, these days during classes, Martin and Penny often spend time helping the new dogs and owners try different obstacles on the course by demonstrating how to do them (and sharing treats)!

“Communication with your dog is key. A lot of people don’t know how to do that,” said Killinger. “Raffie has a lot of tips and advice on how to get you to better communicate with and train your dog.”

Raffie is an exceptional dog trainer who not only observes the interactions between dogs and their owners during each class, but also takes the time to engage with every single one of them. She provides invaluable advice not only for the agility course, but also for the home environment, and is always ready to re-direct both the dog and the owner, whenever necessary. She is prepared to meet both dog and owner where they are and help train them both on communication and living skills.

“People should know, before they start coming to the training, that

they will have to adjust how they engage with their dog, and they need to understand that dog obedience classes are not a ‘quick fix’. Owners need to work with their dogs daily,” explained Raffie.

“My dog loves to come to training on Saturdays,” one dog owner said. “His favorite part is the playtime afterwards when all the dogs in class get to run around and play with each other in a separate fenced in area. While they play, us owners/humans exchange helpful information about living in Germany with our dogs as well as information on where to buy the best treats, find the best veterinarians and pet-friendly places to go, and so on. It’s very nice.”

When asked what she hopes that people and pets get out of her training classes Raffie responded, “I hope that people learn to enjoy their dogs by engaging with them, and having fun with them, whether it be through basic training classes, agility training, search and rescue, or even hunting,” said Raffie. “And always remember, dogs are living creatures, once you purchase a dog, you have a life commitment.”

The Kaiserslautern Outdoor Recreation dog obedience training classes for dogs are held Saturdays at the Kaiserslautern Outdoor Recreation Motor Pool, Bldg. 2902 on Pulaski Barracks. Classes are one hour, with time slots between 9 a.m. to noon depending on the age, level of training and size of the dog. Cost is $15 per dog. 21st Theater Sustainment Command facilitates largest DEFENDER 23 personnel movement

When it comes to moving equipment across the European theater, the 21st Theater Sustainment Command is known as the premier organization for all sustainment activities and logistics support. To support DEFENDER 23, the 21st TSC executed the exercise’s largest personnel movement in Zaragoza, Spain, May 6.

Soldiers from the 260th Movement Control Team and the 569th Human Resources Company in-processed personnel from 5th Battalion, 159th Regiment General Support Aviation Battalion. The 260th MCT coordinated with a personnel accountability team from the 569th HR Company to receive more than 100 personnel from the 5-159 GSAB that arrived from Fort Eustis, Virginia, to support multiple DEFENDER 23 exercises.

The 569th PAT used a tactical personnel system to scan all incoming 5-159th GSAB Soldiers’ common access cards to create a deployment manifest report. The efficiency of the TPS allows the 21st TSC to manifest hundreds of personnel in a matter of minutes using an automated strength management system.

U.S. Army Sgt. Marisol Ramirez, a human resources sergeant with the 569th HR Company, 16th Special Troops Battalion, 16th Sustainment Brigade, said she received special training on using the TPS, which facilitated the transition of incoming personnel.

“Our task was to grab their CAC and scan it into our TPS,” said Ramirez. “We scan in all the

Soldiers [and] provide them the allotments they receive in the theater.”

Ramirez said there was a lot of coordination between her team and the MCT to track times and locations of incoming personnel to Europe.

U.S. Army 2nd Lt. Stephanie Lopez, a transportation officer with the 260th MCT, 39th Transportation Battalion, 16th Sustainment Brigade, said this mission was a great opportunity to work with a partner nation.

“As far as support for Swift Response, we’ve been working with the Spanish army and air force,” said Lopez. “The Spanish partners have been very helpful with providing the transportation we need and other resources. It’s neat having the opportunity to travel to different countries and work with different Allies. I’ve had a really positive experience with this mission.”

Lopez’s team worked handin-hand with Ramirez’s team to facilitate in-transit movement control and customs support. The

MCT coordinated with airport civilians for customs support, and the Spanish army to arrange transportation for 5-159th GSAB personnel.

“Being part of this mission is

extremely rewarding not only as a leader, but [it’s great] to see the capabilities my team is able to perform,” said Lopez. “We wouldn’t be able to be successful without my team.”

Ramirez said she supported different HR missions for DEFENDER 21, and she is excited to support DEFENDER 23.

“Human Resources is really important because the Soldiers are on TDY (temporary duty) in a foreign area, so they [need to] get their pay situated,” said Ramirez. “We’re helping our Soldiers with their allotments, and seeing them go off to do better things for our Army. It feels pretty amazing.”

DEFENDER 23 is a U.S. Army Europe and Africa led exercise focused on the strategic deployment of continental United Statesbased forces, employment of Army Prepositioned Stocks, and interoperability with Allies and partners.

Taking place from April 22 to June 23, DEFENDER 23 demonstrates USAREUR-AF’s ability to aggregate U.S.-based combat power quickly in Eastern Europe, increase lethality of the NATO Alliance through longdistance fires, build unit readiness in a complex joint, multi-national environment, and leverage host nation capabilities to increase USAREUR-AF’s operational reach.

Baumholder CYS wins prestigious award, demonstrates superior commitment to quality, safety

When the opportunity to excel presented itself, the Baumholder Youth Sports and Fitness Division didn’t waste any time. Thanks to demonstrated superior commitment to quality and safety, the division was selected to receive the Better Sports for Kids Program Provider Award by the National Alliance for Youth Sports.

Each competing organization was evaluated in the following categories: written policies and procedures, volunteer screening, coach training, parent education and accountability.

“Achieving this designation demonstrates our program has undergone a review process and has shown a commitment to the children and families we serve,” said Marcel Fisher, Youth Sports and Fitness director at Baumholder.

Fisher has been serving in his current role since 2019 and directs a team of four people dedicated to serving the military youth.

“Between myself as the director, Jahad Ghafari, assistant director, Andhia Campos, fitness specialist and Randy Ault, equipment & facilities support assistant, we cover a wide range of responsibilities and daily tasks,” Fisher said.

A few of the team’s responsibilities include maintenance of the high-quality program standards as determined by NAYS and the garrison, the preparation and inspection of sports fields and facilities for a safe child and youth environment, and the purchase and inventory of all sports supplies and equipment required to offer and maintain all sports programs.

The team is also responsible for budgeting and executing funds to improve and repair sports and fitness equipment during the fiscal year, as well as create and instruct fitness and outreach activities.

“We train and supervise all volunteers assigned to sports teams, complete all required background checks for said volunteers, communicate and function with other CYS Army and Air Force youth sports programs for a fun and safe sports season — while addressing the needs of the community and implementing new and exciting programs for our CYS patrons,” Fisher said.

“There is a lot more to it than simply pumping up basketballs and ordering a few uniforms,” he added.

The Youth Sports and Fitness Division falls under U.S. Army Garrison Rheinland-Pfalz’s Family and Morale, Welfare and Recreation Program’s Child and Youth Services. They offer 18 different sports programs targeting age groups from 3-15 years old.

“We generally record around 700 to 800 registrations for our sports program and several thousand participants from our Outreach/Fitness program every year,” said Fisher.

The Better Sports for Kids Program Provider Award is presented on a yearly basis. According to Fisher, the number of programs/ organizations that apply and receive this award varies from year to year, but it is open to all youth sports and youth recreation programs across the world that represent NAYS.

“I was informed by NAYS that our Baumholder Youth Sports & Fitness team was the only CYS Army program in Germany to receive this renewal designation award for 2023,” he said.

The Baumholder Youth Sports and Fitness Division was presented with the award for the first time in 2020.

“Receiving the award back then led us to our NAYS Excellence Award in 2021, making it a historic year for CYS Baumholder.”

NAYS awards the designation based on the top categories and criteria that programs are evaluated on.

“To be chosen for this award, you not only have to meet every standard, but you need to exceed them at a superior level while being consistent with offering and executing sophisticated sports programs,” Fisher said.

“I also think that we distinguish ourselves from other programs as one of the smallest communities in Germany with devotion and creativity, while still maintaining the three pillars to youth sports and fitness programs: player safety, developmentally appropriate sports and fitness activities, and fun and engaging programs.”

Fisher said he is grateful for all the support he received from the Baumholder military community.

“What we lack in size and numbers we make up for in community togetherness and excellence.”

Vestibular assessment, rehab course focuses on dizziness from TBI

The Defense Health Agency’s Hearing Center of Excellence offers a specialized course to train clinicians how to treat dizziness and imbalance in patients with mild traumatic brain injury, otherwise known as concussion.

Ears are essential for our vestibular sense, also known as the movement, gravity, or balance system, which allows for smooth movement. Located inside your inner ears, the vestibular system helps with balance while walking or running and with staying upright when standing or sitting. Patients may develop vestibular disorders after a concussion from blunt or blast trauma, or from other illnesses that cause balance issues.

The Military Vestibular Assessment and Rehabilitation training includes movement techniques, visual exercises, and vestibular exercises to treat balance issues.

The MVAR training evolved out of a course sponsored by the American Physical Therapy Association that is

considered the gold standard for vestibular rehabilitation training.

Historically, medical personnel less familiar with the role of the vestibular system had few options to treat dizziness and imbalance and would often simply wait to see if these issues resolved over time. If symptoms did not get better patients were treated with medications to suppress their symptoms, but these medications did not fix the underlying pathology.

“The existing APTA course really focused on civilians and not service members. It also did not focus on the unique demands of the military. That’s where we got inspired to use the APTA course as a springboard and move into some kind of military-specific vestibular assessment and rehabilitation course,” said U.S. Army Lt. Col. Carrie Hoppes, the director of the Army-Baylor University Doctoral Program in Physical Therapy at the U.S. Army Medical Center of Excellence at Joint Base San Antonio-Fort Sam Houston, Texas.

Basic and advanced MVAR courses, and great reviews

The weeklong, hands-on MVAR course focuses on mechanisms of injury less common in the civilian world, such as blast-related trauma and combative blunt trauma. In addition to teaching exercises and movements to help restore balance in patients with a concussion, the course highlights return-to-duty requirements and considerations.

Basic and advanced courses are available to DHA and Department of Veterans Affairs medical personnel. There is also a regional option for clinics that require training for multiple members of their medical staff.

For the regional course, the MVAR team travels to military hospitals and clinics to assess what medical personnel are already doing to address dizziness in patients with TBIs and inner ear disorders and to increase capabilities to improve quality of care.

U.S. Army Maj. Garry Dredge, the chief of Sports Medicine at the Desmond Doss Health Clinic at Schofield Barracks, Hawaii, took the basic course in December 2022.

With local clinic coverage now available, “patients no longer have to make the time-consuming and inconvenient trip from Schofield Barracks to Honolulu for care,” Dredge said. “This change is expected to lead to faster recovery times and improved patient outcomes.”

Guidance in the MVAR training aligns with leading clinical practice guidelines for vestibular disorders.

“Already, there’s a robust clinical practice guideline from the American Physical Therapy Association for individuals with a unilateral hypofunction, meaning one vestibular system is not working optimally,” Hoppes said.

A clinical practice guideline for Benign Paroxysmal Positional Vertigo “tells you that you don’t need additional imaging and diagnostic studies, you can do the tests and the treatments we teach in our MVAR course to effectively resolve this condition,” Hoppes explained. BPPV occurs when crystals in the inner ear become out of place and is the most common cause of dizziness and vertigo.

“The course stresses that every patient with vestibular disorders presents differently and that a onesize-fits-all approach is not effective,” Dredge said. He added the plan of care is based on each patient’s unique presentation, needs, and goals.

The training “emphasizes the importance of a collaborative and integrated approach to care … with other disciplines such as TBI providers, occupational therapists, and behavioral health specialists providing comprehensive care to address all aspects of the patient’s condition,” he said.

“The advanced course is directed at DHA and VA professionals who are already evaluating and treating patients in specialty TBI centers within the Defense Intrepid Network, and includes topics such as differential diagnosis, medical and surgical management, and advanced rehabilitation for vestibular dysfunction,” Hoppes said.

Both courses blend a lecture/lab training model to allow health care professionals to practice techniques and receive instant feedback from instructors. At the end of the course, students take a lab-based competency test where they select a case, walk through a full exam for dizziness, come up with a diagnosis, and describe treatment for a mock patient.

To date, more than 620 DHA and VA personnel have taken the basic or advanced course, and there are wait lists to enroll because it is in demand.

Yet those with this condition can only be treated appropriately if they’ve had a correct diagnosis. Only 8.7 percent of individuals with BPPV have documentation that they received the appropriate treatment, according to HCE.

If someone goes into the emergency department to seek treatment for BPPV, “the workup is over $2,000, because we’re not doing what we need to be doing,” Hoppes said. “If we follow the guidelines, it’s a matter of positional testing and repositioning to treat that disorder and we don’t have to give them medications and have them lose any time,” Hoppes said. MVAR’s future

Portions of the course are online, as are supplemental training materials such as videosopens hearing. health.mil and home rehabilitation training exercises; however, “HCE has stopped short thus far from bringing the whole course online as we feel very strongly that the in-person learning environment is critical for handson lab training, as well as clinician networking that takes place organically in the live training environment,” Hoppes emphasized.

Down the line, MVAR educators want to follow up with those they have trained “and shadow them in clinic and provide clinical mentorship as a bridge that offers robust support after the continuing education course,” she said.

“We are trying ‘ to ensure we have these skills across the Military Health System because these patients are everywhere,” Hoppes said. “We want to educate people that there’s this great course, and it’s going to help you in your practice with people who have a mild TBI, and even perhaps more severe TBI.”

complete freedom from speed limits. However, in addition to being a mecca for high-speed motorists, Germany is also an ideal destination for cycling enthusiasts.

It’s a large country with a wide variety of terrains that provide some excellent cycling routes, from relaxing, romantic tours through the country’s famous wine-producing areas, to exciting mountain routes that will give you a chance to experience the high-adrenaline side of cycling.

Wine Route

Germany has a couple of worldfamous wine regions, including the Ahr, Rheinhessen, and Middle Rhein, with great cycle trails that take you through some of the country’s most idyllic scenery. You can choose the route that starts in Schweigen-Rechtenbach, then takes you through the Palatinate Forest and the Rheinland Plain, near the French border, and ends in Bockenheim an der Weinstrasse. Along the road, cyclists can stop at some of the many restaurants and get a taste of the authentic regional cuisine, and sample the local wines, such as a Riesling or a Pinot Noir. The route, itself, includes a few steep climbs, but most of it runs through valleys and nice little villages.

Moselle

If you want to combine cycling with sightseeing and a chance to see some of Germany’s typical old cities and medieval villages, you should go for a ride on the

Moselle Cycle route. It starts at Trier, considered by many historians to be the oldest city in Germany, with well-preserved Roman buildings, as well as many important medieval cathedrals, and runs all the way to Koblenz, taking you through some amazing vineyard landscapes along the way, all the while offering you a great view on numerous fortresses, ruins and castles that are often centerpieces of German postcards. Most of the terrain of the 155-mile route is level, so it’s suitable for children, as well as older people.

On the Puderbacher Land route, cyclists get to explore the amazing scenery of the Westerland forest, with countless peaks that offer breathtaking views of the beautiful valleys near places like Woldert, Rodenbach, and Urbach, small medieval towns in the National Park RheinWesterland. With a few steep climbs, this route is ideal for cyclists looking for a challenge and are ready for a more intense ride about 30 miles long. The whole route runs through a lush forest

and takes you through cities that will give you a great insight into what people’s lives in that region looked like several centuries ago.

So, if you are an adventurous person looking for a destination for your next cycling holiday, then being stationed here in Germany is ideal for you, as it has a great network of designated cycle paths that run through wonderful forests, national parks, mountains and valleys, and can also put your bicycle riding abilities to the test.

ABC IN KMC: Kindergraves

From 1952 to 1971 American infants, born at Landstuhl Regional Medical Center or at German hospitals nearby, who passed away at birth or shortly after, were laid to rest at the main cemetery in Kaiserslautern (Waldfriedhof) adjacent to U.S. Army Daenner Kaserne. At that time, many military members did not have the capability or funds to send the bodies to the United States.

Four hundred-fifty-two babies were buried at the cemetery and members of the GermanAmerican and International Women’s Club knew of the graves and maintained them early on, as the military families had moved on to other duty locations.

In the 1980’s, the cemetery management contacted the ladies and informed them that the initial lease was expiring, and the remains of the babies would be removed, in accordance with local custom, to make room

for cemetery expansion.

The women’s club was determined to save the children’s graves from extinction and appealed to the local Air Force base legal office for help, however they determined the military could not do anything. The club then appealed to the U.S. State Department. They too determined that they had no authority in the matter.

After the German authorities realized the steadfast position of the women’s club, the cemetery management agreed to allow a private organization directly affiliated with the military to assume responsibility for the gravesites.

The Ramstein Area Chiefs’ Group (U.S. Air Force E-9’s) assumed this role. The cemetery management agreed to move the gravesites to a new area in the heart of the cemetery and drafted a new lease. The Ramstein Area Chiefs’ Group now serves as the entrusted agent for the lease and the U.S. Army Command Sergeants Major Association also supports the activities.

The Kaiserslautern Kindergraves Memorial Foundation was

established in 1986 and its purpose is to maintain the memorial site, organize ceremonies in remembrance of the children and be a conduit of information for family inquiries. Representatives from the Ramstein Area Chiefs’ Group and the German-American and International Women’s Club serve as co-chairs for the foundation.

Each spring following Mother’s Day, a memorial ceremony is sponsored by the KKMF in coop-

eration with the Kaiserslautern

Military Community and Kaiserslautern city officials. Floral wreaths are placed at the front monument and a candle lighting ceremony takes place in memory of the children. A flower and an American flag are placed at each grave marker. The Air Force Jr. ROTC Color Guard leads the procession to the gravesite.

The KKMF receives no funding from the U.S. government.

The upkeep of the Kindergraves

is possible through the generous monetary donations of the local community. The Ramstein Area Chiefs’ Group organizes volunteers to accomplish year-round maintenance (grass cutting, edging, trimming and stone cleaning). This year a group of German 12th grade students from the Burggymnasium Kaiserslautern will help clean and decorate the graves and will attend the ceremony.

On occasion, parents or siblings of the children come back to honor their deceased sons or daughters, sisters or brothers, and take part in the ceremonies.

A memorial service will take place on Saturday, May 20 at 10 a.m. at Daenner Chapel, which will be followed by a wreath laying and candle lighting ceremony with leading U.S. Air Force, Army and local representatives. A flower and a tiny flag are placed on every grave, and anyone interested is welcome to join the observation in honor of the children or assist in the upkeep of the graves.
