They mean the same thing. "I shall return" sounds a little more formal.
Most importantly, Arnold would never say "I shall return"...

"I shall return" makes you sound like Gandalf and "I'll be back" makes you sound like the Terminator.
They mean the same thing. "I shall return" is a fancy/posh way of saying it, you won't hear this in normal conversation. "I'll be back" is the normal way to say it.

"I shall return" is really formal and literary. People don't use this phrase nowadays (unless they're being funny or sarcastic).
"I'll be back" is far more common and acceptable in both formal and informal situations.
E.g. "I have to pick up my child from school, but I'll be right back."
Also, if you hear someone say, "I'll be back" in a deep, robotic tone, it is a reference to the Terminator (movie).
