April 25, 2024 NUMEROUS COMPLAINTS LEAD BCSO NARCOTICS INVESTIGATORS TO PROBLEM RESIDENCE IN FOUNTAIN—TWO ARRESTED On April 24, 2024, members of the Bay County Sheriff's Office Special Investigations Division and SWAT team served a search warrant during the early morning hours at 17927 Park Pl in Fountain. Numerous complaints had been made to the BCSO that Aislyn Lowe, a registered sex offender and convicted felon, was living in the home and had failed to register her change of address with the Sheriff's Office. Registering each change of address is required by Florida State Statute for Sex Offenders. Information was also received that Lowe was selling a variety of illegal narcotics out of the residence and had numerous firearms. Possession of a firearm or ammunition is prohibited by convicted felons. Ms. Lowe was found in the residence on Park Place, and during the search, seven firearms were recovered, including one with a serial number that had been removed. Various types of illegal narcotics were also recovered, including a significant amount of 1,4 Butanediol ( 2,981.6gr) known by its street name “scoop” or “Water”. The scoop was stored in empty plastic soda bottles. Two people were arrested during this operation. Sean Miller, age 46, of Panama City was arrested on a Violation of Probation warrant, Possession of Fentanyl, and Possession of Drug Paraphernalia. The target of the operation Aislynn Lowe, age 37, of Fountain was arrested for Felon in Possession of a Firearm, Possession of a Short Barreled Rifle, Failure to Register as a Sex Offender, Possession of Drug Paraphernalia, Possession of a Firearm with a Altered Serial Number, Felon in Possession of Ammo, Tampering with Evidence, Possession of Oxycodone without a Prescription, Possession of a New Legend Drug, Possession of Alprazolam without a Prescription, Possession of Marijuana less than 20gr, Possession of Cocaine, Possession of Suboxone Without Prescription, Trafficking Methamphetamine more than 28gr, and Trafficking 1,4 Butanediol more than 1 Kilogram.
