2019 Google Public Policy Fellowship - EMEA

EMEA Program overview

In 2019, we will launch the Google Policy Fellowship program in 15 countries across Europe, Middle East and Africa.

The program will run from January to June 2019 and will offer undergraduate, graduate, law students and early-stage professionals interested in Internet and technology policy the opportunity to spend time contributing to the public dialogue on these issues, and exploring future academic and professional interests.

Fellows will have the opportunity to work at public interest organizations at the forefront of debates on broadband and access policy, content regulation, copyright and creativity, consumer privacy, open government, government surveillance, data security, data innovation, free expression and more. More information about the host organizations and the areas of focus for the fellows is outlined below.

Who should apply?

We’re looking for applicants who are passionate about technology, and want to spend six months diving headfirst into Internet policy. Students and professionals from all majors and degree programs who possess the following qualities are encouraged to apply:

The stipends and terms of the fellowship will vary and applicants should contact the hosts for further details.

What is the program timeline?

Deadlines for applications to the EMEA Fellowship Program will be determined by each individual organisation. Successful applicants will be notified in November. Selected fellows will work with host organizations to define exact start and end dates between January and June 2019.

Brussels: European Disability Forum

The European Disability Forum (EDF) is an independent NGO that represents the interests of 80 million people with disabilities in Europe. EDF is a unique European platform which brings together representative organisations of persons with disabilities from across Europe. EDF was created in 1996 by its member organisations to ensure that decisions at the European level concerning persons with disabilities are taken with and by persons with disabilities. The role of the selected fellow will be to support the work of EDF in the area of accessibility to Information and Communication Technologies (e-accessibility).

Brussels: European Youth Forum

The European Youth Forum is the leading organisation advocating for the rights of young people. We are a platform of youth organisations, independent, democratic and youth-led, we represent 104 National Youth Councils and International Youth Organisations from across the continent. The Youth Forum works to empower young people to participate actively in society to improve their own lives, by representing and advocating their needs and interests and those of their organisations towards the European institutions, the Council of Europe and the United Nations. The European Youth Forum and Google Brussels office are partnering for the second time for a project on the impact of digitalization on young people. The aim is to build the capacity and develop the European Youth Forum’s expertise so that it can contribute and influence European Union policy making on digital issues. You will be a key driver of that process – through strategy development, research, briefings, organisation and participation in meetings.

Brussels: ILGA-Europe

ILGA-Europe is a driving force for political, legal and social change at European level. Our vision is of a world where dignity, freedoms and full enjoyment of human rights are protected and ensured to everyone regardless of their actual or perceived sexual orientation, gender identity, gender expression and sex characteristics. ILGA-Europe are comprised of over 500 member organisations throughout the European and Central Asian Regions. From Iceland to Turkey and Kyrgyzstan to Malta, we work with extraordinary activists to bring about real change for LGBTI people across Europe. The age of digitalisation brings great potential for new pathways of change making. It provides opportunities to the LGBTI movement to interact more effectively with each other, but also with wider audiences. Digitalisation also offers a variety of practical tools that can help enhance how the movement organises its work. Last but not least, digitalisation also requires the movement to acquaint itself with new knowledge about digital security. Through this fellowship, ILGA-Europe aims to create capacity in this area. The fellow will work with the programmes team to further work in the field of digitalisation directly and will also support the team in our daily activities with the view of creating capacity in the wider team to work on issues pertaining to digitalisation. As such, this fellowship will provide a great learning opportunity!

Paradigm Initiative

Paradigm Initiative is a social enterprise that builds an ICT-enabled support system and advocates digital rights in order to improve livelihoods for underserved youth. Our programs include digital inclusion programs – such as the Life Skills. ICT. Financial Readiness. Entrepreneurship (LIFE) training program and Tertiary program – and a digital rights program, Magoyi. Paris: Renaissance numérique

Renaissance Numérique is the main independent think tank in France working on digital issues and stakes. Grouping corporations, academics and associations, it aims at elaborating operational proposals to support public initiatives, the empowerment of citizens, and economic stakeholders in the promotion of an inclusive digital transition. A first Google Policy Fellow will work closely with the Executive Director of the think tank to develop public policy research programs, public affairs and partnerships at the European level. A second Google Policy Fellow will participate in the development of the education program and partnerships of the Seriously project . This project aims to tackle speech and incitement to hate over the internet through an online platform and methodology. It’s recognized as one of the best international practices in the field of counter-speech.

Israel

Jerusalem: Milken Innovation Center

The Milken Innovation Center at the Jerusalem Institute for Policy Research develops market-based solutions to address Israeli and global development changes. The Center's goal is to accelerate economic growth, build human capital, and meet global challenges in water, food, education, health and energy with practical solutions. The Milken Innovation Center is looking to enter the world of internet and technology policy, around which several topics related to internet policy in Israel will be examined. In addition, The Milken Innovation Center will identify finance opportunities in public policy to improve digital capabilities and solve internet policy related challenges.

ARTICLE 19

Article 19 Eastern Africa is a regional human rights organisation registered in 2007 as a non-governmental organisation in Kenya. It operates in 14 Eastern Africa countries (Burundi, Kenya, Rwanda, Tanzania, Uganda, South Sudan, Ethiopia, Eritrea, Somalia, Sudan, Djibouti, Seychelles, Madagascar and Comoros). Lisbon: CEDIS (Centro de Investigação & Desenvolvimento sobre Direito e Sociedade)

CEDIS is the Research Center on Law and Society of the School of Law (Nova Law School) of Universidade Nova de Lisboa. One of its recent projects is the Personal Data Protection Observatory (“PDPO”) with the mission to monitor developments in privacy and data protection law. To accomplish this mission the PDPO has several activities such as, for example, organizing courses on privacy and data protection law, as well a yearbook named “Anuário da Proteção de Dados Pessoais”, the first Portuguese printed law journal on privacy and data protection issues. The PDPO also organizes conferences and workshops on specific issues related to data protection and other areas connected to law and technology.

South Africa

ReCreateZA

ReCreateZA exists to promote the interests of South African creatives with regards to copyright legislation. As much as we are creators, we are users of existing cultural products. Currently our work can be blocked through censorship by those who claim to own our culture. Moreover we often do not own the work we create. And many of us have been disadvantaged by an exploitative system which fails to pay us for our work. Growing the digital economy requires innovation. South Africa is at a disadvantage to other countries with flexible copyright laws that support creativity.

Madrid: Fundación COTEC para la Innovación

Cotec Foundation for Innovation is a private non-profit organisation with the mission of promoting innovation as a driver of economic and social development. Cotec has around 90 trustees, including private companies, as well as regional and local authorities. HRH King Felipe VI is the Honorary President. Since 1990 Cotec Foundation has played a key role in promoting technology innovation among Spanish enterprises. In this mission Cotec has particularly excelled on two levels: serving as a Spain-based R&D observatory, and by providing analysis and advice in the areas of innovation, technology and economics. In 2015, Cotec decided to broaden its objectives in order to become a true agent of change, contributing to the development of Spain’s economy and society by establishing a more ambitious definition of the concept of innovation: namely that innovation includes all change (not just in technology) based on knowledge (not only science) that generates value (not exclusively economic).
