Method includes parallel digital X-ray scanning of luggage and inspected persons, obtaining visual image on operators monitors, personal manual inspection of luggage and persons with detected forbidden inclusions, herewith passage of persons regulated at entrance in zone of inspection by monitor for demonstration of rules, and further by signal boards determining routes, and computers control whole process of inspection on routes and results registered in databases. THE METHOD OF INSPECTION OF PERSONS WITH LUGGAGE
AND THE SYSTEM FOR EXAMINATION OF PERSONS WITH LUGGAGE
FIELD OF THE INVENTION
The invention relates to the field of technical physics, in particular, to technique of reception and detection of radiation and can be used to measure the space - energetic characteristics of fields of optical and ionizing radiations with the purposes of, for example, X-ray control of bodies, in particular a body of the men for detection in them or on them public dangerous or undesirable articles or substances, both at the medical control, and not in the medical purposes, for example, for prevention of thefts or terrorist acts and provide transport safety, including airplanes, railway trains, sea and river ships and appropriate marine terminals and river stations, in other buildings and constructions, including cultural ones, for example: theatres, museums and picture galleries; sports constructions, for example: stadiums, swimming pools, mountain skiing tracks; administrative buildings, for example, state and municipal institutions; public buildings, for example: exhibition centers and medical institutions; business buildings, for example: banks and offices; military constructions, for example: command posts, military bases of the chemical, biological and nuclear weapon, and also other places of the high risk.
BACKGROUND OF THE INVENTION
At present, control of bodies, in particular, the people bodies, for detection in them or on them public dangerous and undesirable devices, articles or substances, has taken on special significance.
Concerning of not medical applications it is necessary to emphasize prevention of thefts, for example: the chemical and biological weapon, plastic explosives, drugs, jewels and metals, including preclusion of their illegal movement and turnover, and also security on transport, including large stations and flights of aircrafts, security of state and military institutions, cultural, public and business institutions and other objects.
At present, X-ray introspection of luggage at the airports, state and military institutions and other objects of the high risk of public dangerous actions and terrorist attacks is the basic effective means of a safety of flights and safety of the appropriate objects. The X-ray hand luggage control device represents the conveyor which moves through rectangular box, which has apertures for passage of conveyor belt with luggage on it and in which the source and the receiver of X-ray radiation, and also biological protection against spreading of radiation are installed. The said device is not designed for the control of the passengers because of design features of its construction and high level of X-ray radiation.
Recently, the attempts are made to inspect the persons by means of the X-ray control with use of small dozes of X-ray radiation, which could guarantee a safety for the health of the scanned people.
It is known a method and device for X-ray control of a body [the patent of USA No.5,404,377, publication 04.04.1995, patent of Russia No.2126550, publication 20.02.1999] by its scanning by previously generated beam of X-ray radiation in the form of a flat pack of X-ray beams of low power due to the movement of a body past a source of radiation, receiving radiation which goes through a body, creation of the optical image from this radiation, transmission and amplifying this optical image, formation of the image in an electronic form and its analysis.
The closest to the offered invention the authors consider the ingress/egress control system for concourses and other access-controlled areas of the airports [the patent of USA No.6,507,278, publication 14.01.2003]. This system controls and examines passenger flow and luggage into and out of an airport concourse. For luggage control, it is used a digital X-ray scanner ensuring a high degree of detection of devices, articles and substances forbidden for transportation.
The passengers control is provided by means of traditional metal detectors, unsuitable for detection of prohibited or public dangerous not metal devices, articles or substances, for example, including, but not being limited: carbonic-plastic firearms, plastic explosive, plastic and wooden knifes and thrust articles, inflammable and poisoning liquids, gases and chemicals, and also drugs.
With the purpose of partial elimination of the present important drawback and increase of probability of detection of forbidden and public dangerous devices, articles and substances, carried by the people, for example, air-passengers, in clothes and under clothes, it is necessary, that in addition, the inspected person undress during passage of inspection with use of the present method and device. As a rule, the inspected persons should take off the shoes, belts, jackets, scarves, head-dresses, coats, waistcoats, watches, bracelets, and take out of the remained clothes mobile telephones and other electronic devices, including entertainment facilities and computer equipment, cameras, cigarettes, medicines, keys, books and notebooks, pencils and pens, any capacities made out of any materials with any contents.
The people should place all taken off clothes and devices, articles and materials in special custom baskets or on special pallets and direct them in X-ray scanners for luggage control and themselves should follow in parallel without footwear and frequently supporting clothes by hands, through the device - metal detector to a zone of the output of things and clothes from the luggage scanner, where a congestion occurs caused by necessity to dress the earlier taken off clothes and footwear.
The moving of inspected persons on a cold floor without footwear causes illness of appreciable number of persons, and later some of them can fall ill with serious diseases.
The modern antiterrorist procedure requires increasing the time of preliminary arrival at the airport of the personnel before time of access in a controlled area and passengers before a time of their departure. It causes the essential inconveniences for passengers that according to legislation of a number of countries are considered as infringement of the rights of citizens.
The invalids having artificial limbs and bandages especially suffer, and also person with surgical implants, plaster and roller bandages, for which undressing and fulfillment of additional procedures of the control of their clothes, footwear and personal things on X-ray luggage scanner is connected with even more difficulties and inconveniences, which herewith do not release them from the long personal manual examination by security personnel in case of finding in their bodies, artificial limbs, bandages and orthopedic footwear the metal elements, which a metal- detector reacts to.
The parents with children, pregnant women and elderly people face the similar challenges. In the offered invention, this drawback is eliminated due to complete replacement of metal-detectors by digital X-ray scanners for inspection of the people with personal baggage and/or with devices in clothes and/or on a body, and/or inside a body of the persons.
DISCLOSURE OF THE INVENTION
The method of examination of the persons with luggage, includes parallel digital X-ray scanning of luggage and inspected persons in clothes and with devices, articles and substances in clothes and/or on a body, and/or inside a body, obtaining visual digital X-ray image of luggage and body on monitors of the operators, personal manual inspection of luggage and persons with the detected forbidden inclusions, herewith passage of inspected persons is regulated at the entrance in a zone of inspection by the monitor for demonstration of rules of passage of inspection, and further by signal boards determining routes of inspection, and computers control the whole process of inspection of the persons with luggage on any routes of inspection and the results of the control are registered in databases.
With the help of systems of video and audio supervision and notification the control of moving of inspected persons on routes of moving and identification of the persons are carried out, and the results are registered in databases.
With the help of system of transmission and reproduction of audio, video and light signals on the stationary feedback board the information about passage and results of inspection of the persons with luggage and control of actions of security personnel are provided, and the results are registered in databases.
With the help of system of transmission and visualization of signals and/or the data on glasses-sets with head-up displaying function, and/or transmission and reproduction of audio signals in headphones it is carried out informing about a course and results of inspection of the persons with luggage and control of actions of the security personnel, and the results are registered in databases.
With the help of detector of explosive a non-contact identification of explosive substances in luggage, in clothes and/or on a body, and/or in natural cavities inside a body of the man is provided. With the help of a source of radio radiation a suppression of frequencies of a radio exchange in a zone of inspection is realized.
With the help of the localizer of explosion, it is carried out protection from controlled and/or casual exploding of the explosive devices, detected during inspection in a zone of inspection and on object.
The system, appropriate to the offered method, for examination of the persons with luggage is equipped with the digital X-ray scanner of examination of luggage and digital X-ray scanner of personal examination of the persons in clothes with devices, articles and substances in clothes and/or on a body, and/or inside a body; workplaces of the operators with monitors of scanners for reception of the visual image of luggage and body of the man in clothes together with contents, which are placed in such a way that they form routes of parallel examination of luggage on the luggage scanner and examination of the persons on the scanner of personal examination, at the end of which it is located the signal board and/or the monitor connected with digital X-ray scanners for indication of results of examination of the persons with luggage and also signals of necessity of examination of luggage and/or the persons manually; and computers of the system are connected among themselves and are connected with the help of the equipment of transmitting of the data by wire and wireless channels of communication, including satellite, with local and/or remote databases and/or archives of a storage of the data; also the route of personal examination of the people is provided with a mobile platform of the digital X-ray scanner and in its initial position is divided into two directions: examination with use of the digital scanner of personal examination and examination of the man manually; the system in the beginning of a route of examination of the persons with luggage is equipped with the monitor for informing about rules of passage of examination of inspected persons and for video and audio messages, and further on a route the signal boards regulating moving of the people and luggage during examination are installed; also the workplaces of the operators are separated from routes of examination of the persons and their luggage by a barrier and/or by partitions, and the route of examination of luggage is provided with a place of examination of luggage manually. The system can be equipped with system of a video and audio supervision on routes of moving of inspected persons and their video and audio notification.
The system can be equipped with system of reading off passport and/or the person certifying data, and/or biometric data from the passports and/or data from carriers of the biometric data, and data from luggage, and identification of the persons and/or luggage on a route of examination.
The system can be equipped with system of transmission and reproduction of audio, light and/or video signals on the stationary feedback board.
The system can be equipped with system of transmission and visualization of signals and/or data on glasses-sets with head-up displaying function and/or transmission and reproduction of audio signals in headphones of the security personnel.
The system can be equipped with device of detection and non-contact identification of explosive substances in luggage and in clothes, on a body and in natural cavities inside a body of the man.
The system can be equipped with device of suppression of frequencies of a radio exchange by additional radio radiation in a zone of examination.
The system can be equipped with mobile and/or movable, and/or portable localizer of explosion in case of controlled and/or casual exploding of the explosive devices, detected during examination, in a zone of examination and on object.
On routes of movement of inspected persons at the entrance on mobile examination platform of X-ray scanner and at the exit from the scanner the supporting safety handrails can be installed.
All or the separate partitions of workplaces of the operators of scanners can be partially or completely equipped with mirror glasses of a unilateral transparency and/or having protective properties from ionizing radiation.
All or the separate mirror glasses of a unilateral transparency have smoothly and/or a discretely changeable transparency, including electronic regulation and/or control.
The achieved technical result of the declared invention lay in:
Ensuring of technical probability of detection of forbidden and public dangerous devices, articles and substances hidden in luggage, in clothes, under clothes and in natural cavities inside a body of the man which equals "one", and actual probability of their detection by the prepared security personnel is practically close to "one";
Essential increase of throughput due to reduction of time of examination by decreasing of quantity of inspected things on the luggage X-ray scanner, exclusion of time for taking off footwear, clothes and taking out other devices and articles out of the remained clothes for their separate examination on the luggage X-ray scanner and subsequent withdrawal of these things from the scanner and taking on clothes and footwear, and also exclusion of manual examination for all persons, passed without remarks through X-ray scanner of personal examination;
Increase of comfort of the inspected persons due to exclusion of necessity to take off footwear, clothes, belts and to take out things out of clothes for the separate examination on the luggage X-ray scanner;
Essential increase of comfort of the inspected persons using artificial limbs, bandages, corsets, orthopedic footwear, and also having surgical implants and plaster bends, due to exclusion of passage of the hard and long manual control which is often connected with necessity to take off artificial limbs, special devices, footwear, clothes, for their separate examination in the luggage X-ray scanner;
Universality of the system due to combination of digital X-ray scanning of luggage and body of the man with minimal volume of manual examination made only in case of objective necessity for such examination, for example, in case of receiving of signals from scanners about presence in luggage or in clothes, under clothes or in a body of inspected person devices, articles or substances similar to forbidden or public dangerous;
Decrease of laboriousness of examination due to improvement of the above- stated time factors and decreasing in the number of the personnel which is carrying out examination on objects with a small flow of inspected persons, by means of combination by one operator of operations of the control of the images of the luggage X-ray scanner and the images of the personal examination X-ray scanner, and also, from time to time, manual control of the separate persons and articles of luggage according to received information; Increase of a level of security in a zone of examination and on object as a whole due to exclusion of an opportunity of remote radio control of the detected explosive devices hidden in luggage or in clothes, under clothes or in natural cavities inside a body of the man, by the inspected person himself or by his associate, by means of switching on the modes of suppression of the appropriate frequencies of radio exchange;
Essential increase of protection of object and the persons in a zone of examination and decrease to a minimum of destructions, human victims and wounds from controlled or casual exploding of the explosive device, detected during examination, due to effective suppression of high explosive, splinter, thermal and thermo-baric effect of explosion, multiple decrease of amplitude of pressure at the front of shock waves, degradation of front of a shock wave, reduction of splinter flow and prevention of ignition by use on a route of examination of the localizer of explosion;
Essential increase of productivity, reliability and safety of the control of inspected persons, luggage and articles, in case of detection on digital X-ray scanners inclusions of organic substances similar to explosive substances, due to exclusion of personal manual examination of the appropriate persons, luggage and articles by means of use on a route of examination the devices of detection and non-contact identification of explosives in luggage and inspected persons in clothes and/or on a body, and/or in natural cavities inside a body, and at the same time the devices of detection and non-contact identification of explosive substances in clothes, on a body and in natural cavities inside a body of the man can be executed as premises - cabin for personal manual examination of the persons, equipped in appropriate way;
Increase of productivity and reliability of examination, personal identification of inspected persons and providing probative base in relation of inspected persons who committed offences, due to a video and audio supervision and documenting, and also operative control of a procedure of examination of luggage and persons, by use of a video and audio systems;
Ensuring of complete identification of inspected persons and luggage, providing probative base in relation of inspected persons who committed offences connected with transportation of forbidden devices, articles and substances, and also essential increase of productivity due to exclusion of manual input of the data about inspected person, by use on a route of examination the systems of reading off passport and/or person certifying data, and/or biometric data off the passports and/or off carriers of the biometric data, and also data off luggage;
Increase of throughput of the system and increase of comfort and safety of the persons experiencing difficulties during movement, including, not being limited, those using crutches, canes, artificial limbs, bandages, corsets, orthopedic footwear, and also having surgical implants and plaster casts, due to control of routes of moving of the persons during examination and reduction of time necessary for passage through X-ray scanner of personal examination, by use of supporting handrails on routes of moving of the persons during inspection at the entrance on a mobile platform of X-ray scanner and at the exit from the scanner;
Increase of throughput of the examination system, providing of higher actual probability of detection by the security personnel of the forbidden inclusions and increase of personal security and comfort of inspected persons due to exclusion of distraction of the operators by the inspected persons during the examination and analysis of X-ray images of luggage and bodies in order to detect the forbidden inclusions, and visual examination by examining persons of the images of bodies on the monitor of the scanner of personal examination.

EMBODIMENT OF THE INVENTION
The examination of the persons with luggage by the given method, allows to reveal forbidden and public dangerous articles of minimal size (weak contrast items with not worse 0 1 mm and high contrast objects not worse 0 0,1 mm) out of all inorganic materials (determined and not determined by metal detectors), and all organic materials (not determined by metal detectors) in luggage, in clothes, on a body and inside a body of the man, including natural cavities.
The result is reached due to use of a method of examination of the persons with luggage characterized by the parallel digital X-ray scanning of luggage and the inspected person in clothes with devices, articles and substances in clothes, on a body and inside a body of the man with use of X-ray radiation of low intensity without causing personal damage (with radiation doze less than 2 //Sv for persons having inclusions, which cause suspicions), and reception of the visual image of luggage and bodies with high contrast and detailed elaboration, during the control viewing of which, in case of presence in luggage an/or in clothes, and/or on a body, and/or in a body of the inspected person the devices, articles and substances similar to forbidden and/or public dangerous, the operator takes a decision on personal manual examination of the appropriate luggage and/or the persons and withdrawal of forbidden or public dangerous devices, articles and substances in places of manual examination of luggage and manual examination of the persons provided on a route of movement.
The passage of the inspected man on a route of examination is regulated at the input in a zone of examination by monitor for demonstration of a video rules of passage of personal examination, and further on a route of movement by signal boards and is supervised by video cameras, the images from which are displayed on monitors of the operators and archived on carriers of the video information. Thus in a course of X-ray scanning of the inspected person the reading off passport and/or the person certifying data can be made, including biometric data from the passports and/or from the carrier of these data, for example, from iris of the eye and/or from fingers, and/or from other organs of the man, and for the air passengers, from the air ticket and/or from a boarding pass containing these data, which supplement a file with the digital image of the appropriate luggage and/or body and which are sent for storage to the local or remote databases and/or archives of a storage with use of wire and/or of wireless channels of communication. The inspected persons with luggage or without luggage come and gather in a zone before the system of examination, where, following the information on the monitor 23, for demonstration of rules of passage of examination and on the signal boards 24, determining routes of examination, take a decision about a route of the moving during personal examination.
The examination by the given way occurs as follows:
In Fig.8 the route of movement of the inspected persons with luggage without the forbidden inclusions in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body of the man is shown.
At receiving of a permissive signal 48 on board 40 (see also fig.24) about the beginning of examination on the scanner 20 of personal examination and permissive signal 50 on board 41 (see also fig.25) about the beginning of examination on the luggage scanner 19, the inspected person 61 with luggage begins movement 62 in the direction of the system of examination 25 (see also fig.1 and fig.2), moving 63 in the direction of the luggage scanner 19, places 64 his luggage on a reception platform of the luggage scanner 19, and himself follows 65 for examination on the personal examination scanner 20 and, following the permissive signal 52 on board 42, stand on 66 a mobile platform 45 of the scanner in its initial motionless position 70, holding on the safety handrails 47 of the mobile platform. At the same time during examination the inspected person in case of presence of prohibitive signals 49 on board 40 and/or 53 on board 42, and/or 56 on board 43, and/ or 57 on board 44, and/or 51 on board 41 (see also fig.24, fig.25, fig.26, fig.27 and fig.28) stays on a place or stops moving at the given stage of a route, and also not place his luggage on a luggage reception platform 19 of the scanner until receiving of the permissive signal of the appropriate board or other instruction of the personnel of the system of examination 25. At moving of a platform 45 with the inspected person through collimated beam of X-ray radiation of the scanner 20 of personal examination it occurs scanning a body of the man in clothes with all contents in clothes, on a body, in a body and in natural cavities inside a body.
In parallel on the luggage scanner 19 it is completed 68 X-ray scanning of contents of luggage 71.
The results of scanning of luggage 71 and person 67 in the form of the appropriate computer digital files are registered in databases of inspected luggage 7 and persons 8 of the examination system 25 (see also figs.1 and 2) and during examination are displayed on the monitor 3 of the operator 1 of the luggage scanner 19 and on the monitor 5 of the operator 2 of the personal examination scanner 20, and if necessary on the monitor 16 of the security person 15 carrying out the special manual examination of the luggage and/or the inspected persons, at receiving from the operators of scanner on boards 18 and 17 signals about presence in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or similar to the forbidden devices and/or articles, and/or substances.
At absence of forbidden or similar to the forbidden inclusions in luggage 71 , in clothes, on a body and in natural cavities inside a body of the scanned person 67, following the permissive signal 55 of the board 43 (see also fig.27), the inspected person 67 leaves a mobile platform 45 of the scanner of personal examination and follows 69 for reception of his luggage 71 , which passed examination on the luggage scanner, and further according to a permissive signal 60 of board 44 (see also fig.28) receives 72 his luggage 71 , let out for free manipulation inside a controlled zone, and leaves a zone of examination 73 and together with luggage goes 74 inside of a controlled zone.
The data of examination of the person and luggage on X-ray scanners 20 and 19, registered in a databases 7 and 8 of the system of examination 25 (see also fig.1 and fig.2), with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication can be send also in local 12 and/or remote 13 databases and/or archives of a storage of the data 14. In fig.9 the route of movement of the inspected persons without luggage and without the forbidden inclusions in clothes, and/or on a body, and/or in natural cavities inside a body of the man is shown.
At receiving of the permissive signal 48 of the boards 40 (see also fig.24) about the beginning of examination on the personal examination scanner 20, the inspected person 75 without luggage begins movement 76 in the direction of the examination system 25 (see also fig.1 and fig.2), following 77 for examination on the personal examination scanner 20 and, following a permissive signal 52 of the board 42, stand on 78 a mobile platform 45 of the scanner in its initial motionless position 70, holding on the safety handrails 47 of the mobile platform.
At the same time during examination the inspected person in case of presence of prohibitive signals 49 on the board 40 and/or 53 on the board 42, and/or 56 on the board 43, and/or 57 on the board 44, (see also fig.24, fig.26, fig.27 and fig.28) stays on a place or stops moving at the given stage of a route, until receiving of the permissive signal of the appropriate board or other instruction of the personnel of the examination system 25.
At moving of a platform 45 with the inspected person through collimated beam of X-ray radiation of the scanner 20 of personal examination it occurs scanning a body of the man in clothes with all contents in clothes, on a body, in a body and in natural cavities inside a body.
The results of scanning of the person 79 in the form of the appropriate computer digital file are registered in a database of the inspected persons 8 of the examination system 25 (see also fig.1 and 2) and during examination are displayed on the monitor 5 of the operator 2 of the personal examination scanner 20, and if necessary on the monitor 16 of the security person 15 carrying out the special manual examination of the inspected person at receiving from the operator 2 of the personal examination scanner on boards 18 and 17 signals about presence in clothes and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or similar to the forbidden devices and/or articles, and/or substances.
At absence of forbidden or similar to the forbidden inclusions in clothes, on a body and in natural cavities inside a body of the scanned person 79, following a permissive signal 55 on the boards 43 (see also fig.27) the inspected person 79 leaves a mobile platform 45 of the personal examination scanner 20 and according to a permissive signal 60 on board 44 (see also fig.28) leaves 81 a zone of examination and goes 82 inside of a controlled zone.
The data of examination of the person on X-ray scanner 20, registered in a database 8 of the examination system 25 (see also fig.1 and 2), with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication can be sent also in local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
In fig.10 the route of movement of the inspected persons with luggage is shown with presence of forbidden and/or similar to the forbidden inclusions in luggage.
At receiving of a permissive signal 48 of board 40 (see also fig.24) about the beginning of examination on the personal examination scanner 20 and a permissive signal 50 on board 41 (see also fig.25) about the beginning of examination on the luggage scanner 19, the inspected person 83 with luggage begins movement 84 in the direction of the examination system 25 (see also fig.1 and fig.2), moving 85 in the direction of the luggage scanner 19, places 86 his luggage on a reception platform of the luggage scanner 19, and himself follows 87 for examination on the personal examination scanner 20 and, following a permissive signal 52 on board 42, stand on 88 a mobile platform 45 of the scanner in its initial motionless position 70, holding on the safity handrails 47 of the mobile platform.
At the same time during examination the inspected person in case of presence of prohibitive signals 49 on the board 40 and/or 53 on the board 42, and/or 56 on the board 43, and/or 57 on the board 44, and/or 51 on the board 41 (see also fig.24, fig.25, fig.26, fig.27 and fig.28) stays on a place or stops moving at the given stage of a route, or not place his luggage on a luggage reception platform 19 of the scanner until receiving of the permissive signal of the appropriate board or other instruction of the personnel of the examination system 25.
At moving of a platform 45 with the inspected person through collimated beam of X-ray radiation of the personal examination scanner 20, it occurs scanning a body of the man in clothes with all contents in clothes, on a body, in a body and in natural cavities inside a body.
In parallel on the luggage scanner 19 it is completed 90 X-ray scanning of contents of luggage 92.
The results of scanning of luggage 92 and person 89 in the form of the appropriate computer digital files are registered in databases of inspected luggage 7 and persons 8 of the examination system 25 (see also figs.1 and 2) and during examination are displayed on the monitor 3 of the operator 1 of the luggage scanner 19 and on the monitor 5 of the operator 2 of the personal examination scanner 20, and if necessary on the monitor 16 of the security person 15 carrying out the special manual examination of the luggage and/or the inspected persons, at receiving from the operators of scanner on boards 18 and 17 signals about presence in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or similar to the forbidden devices and/or articles, and/or substances.
At detection on the luggage scanner of forbidden and/or similar to the forbidden inclusions in luggage of the inspected person, following a permissive signal 55 on board 43 (see also fig.27) the inspected person 89 leaves a mobile platform 45 of the personal examination scanner 20 and follows 91 to the store of luggage, which passed examination and further according to a forbidding signal 57 and indicating signal 58 on board 44 (see. also fig.28) the inspected person provide 93 his luggage 92 for special examination 95 manually by the security person in a place of examination of luggage 21 , who at receiving on boards 18 and 17 signals about presence of forbidden and/or similar to the forbidden inclusions in luggage, comes 94 to a place of examination of luggage 21 and examines contents of luggage 92, by results of which makes a decision 96 concerning detected forbidden and/or public dangerous articles and/or of substances, and also makes a decision 97 concerning the person who is carrying out their transportation, detaining him 99, or allows the inspected person 98 together with luggage inside of a controlled zone, if the suspicions concerning inclusions in luggage have not proved to be true. The fact of special examination of luggage according to a signal of the operator 1 of the luggage scanner 19 the security person confirms on the board 17, and it is registered in a database 7 of the examination system 25 (see also fig.1 and 2).
The data of examination of the person and luggage on X-ray scanners 20 and 19, registered in a databases 7 and 8 of the examination system 25 (see also fig.1 and fig.2), with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication can be sent also in local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
In fig.11 the route of movement of the inspected persons with luggage without the forbidden inclusions in luggage is shown and with presence of the forbidden inclusions in clothes, and/or on a body, and/or in natural cavities inside a body of the man.
At receiving of a permissive signal 48 of board 40 (see also fig.24) about the beginning of examination on the personal examination scanner 20 and a permissive signal 50 on board 41 (see also fig.25) about the beginning of examination on the luggage scanner 19, the inspected person 100 with luggage begins movement 101 in the direction of the examination system 25 (see also fig.1 and fig.2), moving 102 in the direction of the luggage scanner 19, and places 103 his luggage on a reception platform of the luggage scanner 19, and himself follows 104 for examination on the personal examination scanner 20 and, following a permissive signal 52 of board 42, stand 105 on a mobile platform 45 of the scanner in its initial motionless position 70, holding on the safity handrails 47 of the mobile platform.
At the same time during examination the inspected person in case of presence of prohibitive signals 49 on the board 40 and/or 53 on the board 42, and/or 56 on the board 43, and/or 57 on the board 44, and/or 51 on the board 41 (see also fig.24, fig.25, fig.26, fig.27 and fig.28) stays on a place or stops moving at the given stage of a route, or not place his luggage on a luggage reception platform 19 of the scanner until receiving of the permissive signal of the appropriate board or other instruction of the personnel of the examination system 25.
At moving of a platform with the inspected person through collimated beam of X- ray radiation of the personal examination scanner 20, it occurs scanning a body of the man in clothes with all contents in clothes, on a body, in a body and in natural cavities inside a body.
In parallel on the luggage scanner 19 it is completed 107 X-ray scanning of contents of luggage 115.
The results of scanning of luggage 115 and person 106 in the form of the appropriate computer digital files are registered in databases of inspected luggage 7 and persons 8 of the examination system 25 (see also figs.1 and 2) and during examination are displayed on the monitor 3 of the operator 1 of the luggage scanner 19 and on the monitor 5 of the operator 2 of the personal examination scanner 20, and if necessary on the monitor 16 of the security person 15 carrying out the special manual examination of the luggage and/or the inspected persons, at receiving from the operators of scanner on boards 18 and 17 signals about presence in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or similar to the forbidden devices and/or articles, and/or substances.
At detection on the personal examination scanner 20 forbidden and/or similar to the forbidden inclusions in clothes and/or on a body, and/or in natural cavities inside a body of the inspected person, following a permissive signal 55 on board 43 (see also fig.27), the inspected person 106 leaves a platform 45 of the personal examination scanners 20 and follows 108 to the store of luggage, which passed examination, and further according to a forbidding signal 57 and command signal 59 on board 44 (see also fig.28) the inspected person goes 109 to a place or to a cabin of personal examination 22.
At receiving from the operator 2 of the personal examination scanner 20 on boards 18 and 17 a signals about presence in clothes and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or public dangerous articles and/or substances the security person follows 111 to a place or in a cabin of personal examination 22 and carries out 112 additional manual examination of the person 110, by results of which makes a decision 113 concerning detected in clothes an/or on a body forbidden and/or public dangerous articles and/or substances, and also makes a decision 116 concerning the person who is carrying out their transportation, detaining 118 the inspected person or allowing 117 the inspected person together with luggage to follow inside of a controlled zone, if the suspicions concerning inclusions in clothes and/or on a body have not proved to be true.
The fact of the special examination of the person manually according to a signal of the operator 2 of the personal examination scanner 20 the security person confirms on the board 17, and it is registered in a database 8 of the examination system 25 (see also fig.1 and 2).
The data of examination of the person and luggage on X-ray scanners 20 and 19, registered in a databases 7 and 8 of the examination system 25 (see also fig.1 and fig.2), with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication can be sent also in local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
In fig.12 the route of movement of the inspected persons with luggage without the forbidden inclusions in luggage is shown in case of their motivated or unmotivated refusal from passage of personal examination on X-ray scanner of personal examination.
If the inspected person 119 has taken a decision to refuse examination on the personal examination scanner 20, then being in a zone before the examination system 25 (see also fig.1 and 2), according to the requirements of safety in controlled zones, this person takes off, including, not being limited, outer clothes, jacket, head-dress, scarf, footwear, belt, hours, bracelets, and from the remained clothes takes out electronic devices, pencils and pens, lighter, notebooks, capacity with drinks, cigarettes, medicines, putting them in a custom basket of the luggage scanner 19, then gives the prescribed signal to the operators of the examination system about passage of personal examination manually, for example, by raising a hand.
At receiving of a permissive signal 48 of board 40 (see also fig.24) about the beginning of examination on the personal examination scanner 20 and a permissive signal 50 on board 41 (see also fig.25) about the beginning of examination on the luggage scanner 19, the inspected person 119 with luggage and custom basket with clothes and things begins movement 120 in the direction of the examination system 25 (see also fig.1 and fig.2), moving 121 in the direction of the luggage scanner 19, places 122, his luggage and 123 custom basket with clothes and other things, on a reception platform of the scanner luggage 19, and himself follows 124, following a permissive signal 54 on boards 42 (see. also fig.26), through the scanner 20, using a mobile platform 45, being in the initial motionless position 70, and further goes 127 to the store of luggage and custom baskets with clothes, footwear and things, from there following the forbidding signal 57 and command signal 59 on board 44, follows 128 for personal examination manually to a place or cabin of personal examination 22.
At the same time during examination the inspected person in case of presence of prohibitive signals 49 on the board 40 and/or 53 on the board 42, and/or 56 on the board 43, and/or 57 on the board 44, and/or 51 on the board 41 (see also fig.24, fig.25, fig.26, fig.27 and fig.28) stays on a place or stops moving at the given stage of a route, or not place his luggage and custom basket with clothes, footwear and things on a luggage reception platform 19 of the scanner until receiving of the permissive signal of the appropriate board or other instruction of the personnel of the examination system 25.
Simultaneously on the luggage scanner 19 it is completed 126 X-ray scanning of contents of luggage 134 and custom baskets with clothes and things 135.
Results of scanning of luggage 134 and custom basket 135 with clothes, footwear and things in the form of the appropriate computer digital file are registered in a database 7 of inspected luggage and personal things of the examination system 25 (see also figs.1 and 2) and during examination are displayed on the monitor 3 of the operator 1 of the luggage scanner 19, and if necessary and on the monitor 16 of the security person 15 carrying out the special manual examination of the luggage and/or the inspected persons, at receiving from the operators of scanners on boards 18 and 17 signals about presence in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or similar to the forbidden devices and/or articles, and/or substances.
At receiving from the operator 2 of the personal examination scanner 20 on boards 18 and 17 a signal about refusal of the security person from examination on the personal examination scanner 20 the security person follows 130 to a place or in a cabin of personal examination 22 and carries out131 manual examination of the person 129, by results of which makes a decision 132 concerning detected in clothes an/or on a body forbidden and/or public dangerous articles and/or substances, and also makes a decision 136 concerning the person who is carrying out their transportation, detaining 138 the inspected person or allowing 137 the inspected person together with luggage to follow inside of a controlled zone, if the suspicions concerning inclusions in clothes and/or on a body have not proved to be true.
The fact of the special examination of the person manually according to a signal of the operator 2 of the personal examination scanner 20 about refusal of the inspected person from examination on the X-ray scanner the security person confirms on the board 17, and it is registered in a database 8 of the examination system 25 (see also fig.1 and 2).
The data of examination of the person manually, and also his luggage and personal things, including clothes, footwear and other personal things, on the luggage X-ray scanner 19 registered in a databases 7 and 8 of the examination system 25 (see also fig.1 and fig.2), with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication can be sent also in local 12 and/or remote 13 databases and/or archives of a storage of the data 14.

If the inspected person 139 has taken a decision to refuse examination on the personal examination scanner 20, then being in a zone before the examination system 25 (see also fig.1 and 2), according to the requirements of safety in controlled zones, this person takes off, including, not being limited, outer clothes, jacket, head-dress, scarf, footwear, belt, hours, bracelets, and from the remained clothes takes out electronic devices, pencils and pens, lighter, notebooks, capacity with drinks, cigarettes, medicines, putting them in a custom basket of the luggage scanner 19, then gives the prescribed signal to the operators of the examination system about passage of personal examination manually, for example, by raising a hand.
At receiving of a permissive signal 48 of board 40 (see also fig.24) about the beginning of examination on the personal examination scanner 20 and a permissive signal 50 on board 41 (see also fig.25) about the beginning of examination on the luggage scanner 19, the inspected person 139 without luggage begins movement

Results of scanning of custom basket 153 with clothes, footwear and things in the form of the appropriate computer digital file is registered in a database 7of inspected luggage and personal things of the examination system 25 (see also figs.1 and 2) and during examination are displayed on the monitor 3 of the operator 1 of the luggage scanner 19, and if necessary and on the monitor 16 of the security person 15 carrying out the special manual examination of the luggage and/or the inspected persons, at receiving from the operators of scanners on boards 18 and 17 signals about presence in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or similar to the forbidden devices and/or articles, and/or substances.
At receiving from the operator 2 of the personal examination scanner 20 on boards 18 and 17 a signal about refusal of the person from examination on the personal examination scanner 20 the security person follows 149 to a place or in a cabin of personal examination 22 and carries out 150 manual examination of the person 148, by results of which makes a decision 151 concerning detected in clothes an/or on a body forbidden and/or public dangerous articles and/or substances, and also makes a decision 154 concerning the person who is carrying out their transportation, detaining 156 the inspected person or allowing 155 the inspected person together with luggage to follow inside of a controlled zone, if the suspicions concerning inclusions in clothes and/or on a body have not proved to be true.
The fact of the special examination of the person manually according to a signal of the operator 2 of the personal examination scanner 20 about refusal of the inspected person from examination on the X-ray scanner the security person confirms on the board 17, and it is registered in a database 8 of the examination system 25 (see also fig.1 and 2).
The data of examination of the person manually, and also his clothes, footwear and other personal things on the X-ray luggage scanner 19 registered in databases 7 and 8 of the examination system 25 (see also fig.1 and fig.2), with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication can be sent also in local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
Among detected by the described method forbidden and public dangerous devices, articles and substances the greatest danger represents carried by the inspected persons in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body explosives, and among them first of all - coatless (plastic) explosives: plastid and elastid, tetryl, and also hexogen (RDX), octogen (HMX), PENT and TNT, which can not be detected by metal detectors. Detected with the help of the digital X-ray scanners the organic materials similar to explosives, require fast and exact identification them as explosives, and further in case of confirmation of presence of explosives the immediate actions must be taken on localization of danger and protection of the people being in a zone of examination and in the building from defeat them by explosion and fragments of the construction. During examination by the given method it occurs as follows.
In fig.17 the route of movement of the inspected persons with luggage is shown when inclusions out of organic materials similar to explosive substances is detected in their luggage on the luggage X-ray scanner.
At receiving of a permissive signal 48 of board 40 (see also fig.24) about the beginning of examination on the personal examination scanner 20 and a permissive signal 50 on board 41 (see also fig.25) about the beginning of examination on the luggage scanner 19, the inspected person 157 with luggage begins movement 158 in the direction of the examination system 25 (see also fig.1 and fig.2), moving 159 in the direction of the luggage scanner 19, places 160 his luggage on a reception platform of the luggage scanner 19, and himself follows 161 for examination on the personal examination scanner 20 and, following a permissive signal 52 on board 42, stand 162 on a mobile platform 45 of the scanner in its initial motionless position 70, holding on the safety handrails 47 of the mobile platform.
At the same time during examination (see also fig.24, fig.25, fig.26, fig.27 and fig.28) the inspected person in case of presence of prohibitive signals 49 on the board 40 and/or 53 on the board 42, and/or 56 on the board 43, and/or 57 on the board 44, and/or 51 on the board 41 stays on a place or stops moving at the given stage of a route, and also not place his luggage on a luggage reception platform 19 of the scanner until receiving of the permissive signal of the appropriate board or other instruction of the personnel of the examination system 25.
During moving of a platform with the inspected person through collimated beam of X-ray radiation of the personal examination scanner 20, it occurs scanning a body of the man in clothes with all contents in clothes, on a body, in a body and in natural cavities inside a body.
In parallel on the luggage scanner 19 it is completed 165 X-ray scanning of contents of luggage 169.
The results of scanning of luggage 169 and person 163 in the form of the appropriate computer digital files are registered in databases of inspected luggage 7 and persons 8 of the examination system 25 (see also figs.1 and 2) and during examination are displayed on the monitor 3 of the operator 1 of the luggage scanner 19 and on the monitor 5 of the operator 2 of the personal examination scanner 20, and if necessary on the monitor 16 of the security person 15 carrying out the special manual examination of the luggage and/or the inspected persons, at receiving from the operators of scanner on boards 18 and 17 signals about presence in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or similar to the forbidden devices and/or articles, and/or substances.
At detection by scanning in luggage of inclusions out of organic materials similar to explosive, following a permissive signal 55 on board 43 (see also fig.27) the inspected person 163 leaves a mobile platform 45 of the scanner of personal examination and follows 164 to the store of luggage, which passed examination, and further according to a forbidding signal 57 and command signal 58 on board 44 (see. also fig.28) the inspected person provide 166 his luggage 169 for additional examination manually by the security person in a place of examination of luggage 21 , who, at receiving on boards 18 and 17 signals about presence in luggage of organic substances similar to an explosive, comes 167 to a place of examination of luggage 21 and examines 168 contents of luggage 169, by results of which makes a decision 170 about special examination of luggage on the device of detection and non-contact identification of explosives 27. At the same time the inspected person, having taken away luggage 169 from a place of examination of luggage 21 , follows 171 together with luggage and places 172 the luggage 173 on a reception platform of the device of detection and non-contact identification of explosives 27 in luggage.
By results of the control of luggage 174 in the device of detection and non- contact identification of explosives 27 in luggage, in a case of not detection of an explosive, the security person makes a decision 175 on release of the inspected person together with luggage inside of a controlled zone, then the person 176 receives his luggage 174 from the unloading platform of the device of detection and non-contact identification of explosives 27 in luggage and goes 177 in a controlled zone. In case of detection of an explosive in luggage 174 it is withdrawn 178 by the security person 179, who places luggage with an explosive 29 in the device - localizer of explosion 30. In case of detection of explosive devices or substances it is taken a decision 180 about detention of the inspected person and his detention 181 is made. The fact of special examination of luggage according to a signal of the operator 1 of the luggage scanner 19 about presence in luggage of organic materials similar to an explosive, the security person confirms on the board 17, and it is registered in a database 7 of the examination system 25 (see also fig.1 and 2).
The data of examination of the person on the personal examination X-ray scanner 20, the data of examination of luggage on the luggage examination X-ray scanner 19, and the data of examination of luggage on the device of detection and non-contact identification of explosives 27, registered in a databases 7 and 8 of the examination system 25 (see also fig.1 and fig.2), with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication can be sent also in local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
In fig.18 the route of movement of the inspected persons with luggage without the forbidden inclusions in luggage is shown in case of detection on the personal examination on X-ray scanner in clothes and/or on a body, and/or in natural cavities inside a body of the man of inclusions out of organic materials similar to explosives.
At receiving of a permissive signal 48 of board 40 (see also fig.24) about the beginning of examination on the personal examination scanner 20 and a permissive signal 50 on board 41 (see also fig.25) about the beginning of examination on the luggage scanner 19, the inspected person 182 with luggage begins movement 183 in the direction of the examination system 25 (see also fig.1 and fig.2), moving 184 in the direction of the luggage scanner 19, places 185 his luggage on a reception platform of the luggage scanner 19, and himself follows 186 for examination on the personal examination scanner 20 and, following a permissive signal 52 on board 42, stand 187 on a mobile platform 45 of the scanner in its initial motionless position 70, holding on the safety handrails 47 of the mobile platform.
At the same time during examination (see also fig.24, fig.25, fig.26, fig.27 and fig.28) the inspected person in case of presence of prohibitive signals 49 on the board 40 and/or 53 on the board 42, and/or 56 on the board 43, and/or 57 on the board 44, and/or 51 on the board 41 stays on a place or stops moving at the given stage of a route, or not place his luggage on a luggage reception platform 19 of the scanner until receiving of the permissive signal of the appropriate board or other instruction of the personnel of the examination system 25.
During moving of a platform with the inspected person through collimated beam of X-ray radiation of the personal examination scanner 20, it occurs scanning a body of the man in clothes with all contents in clothes, on a body, in a body and in natural cavities inside a body.
In parallel on the luggage scanner 19 it is completed 190 X-ray scanning of contents of luggage 197.
The results of scanning of luggage 197 and person 188 in the form of the appropriate computer digital files are registered in databases of inspected luggage 7 and persons 8 of the examination system 25 (see also figs.1 and 2) and during examination are displayed on the monitor 3 of the operator 1 of the luggage scanner 19 and on the monitor 5 of the operator 2 of the personal examination scanner 20, and if necessary on the monitor 16 of the security person 15 carrying out the special manual examination of the luggage and/or the inspected persons, at receiving from the operators of scanner on boards 18 and 17 signals about presence in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or similar to the forbidden devices and/or articles, and/or substances.
At detection on the personal examination scanner 20 in clothes and/or on a body, and/or in natural cavities inside a body of the inspected person 188 inclusions out of organic materials similar to an explosive, following a permissive signal 55 on board 43 (see also fig.27) the inspected person 188 leaves a mobile platform 45 of the personal examination scanner 20 and follows 189 to the store of luggage, which passed examination, and further according to a forbidding signal 57 and command signal 59 on board 44 (see. also fig.28) the inspected person follows 191 in the cabin - device of detection and non-contact identification of explosives 26.
At receiving from the operator 2 of the personal examination scanner 20 on boards 18 and 17 signals about presence in clothes and/or on a body, and/or in natural cavities inside a body of the inspected person of inclusions out of organic materials similar to an explosive, the security person follows 193 to the cabin - device of detection and non-contact identification of explosives 26 and carries out 194 special examination of the person 192 with the help of the cabin - device of detection and non-contact identification of explosives and also manually.
By results of special examination of the person 192 with use of the cabin - device of detection and non-contact identification of explosives in clothes and/or on a body, and/or in natural cavities inside a body, and also examination 194 by the security person of the person manually, in a case of not detection of an explosive, the security person makes a decision 195 concerning detected in clothes and/or on a body forbidden and/or public dangerous articles and/or substances, and also makes a decision 198 about allowing the inspected person to follow in a controlled zone with available in clothes and/or on a body organic materials not being an explosive or forbidden and/or public dangerous, then personally inspected person, receives 196 his luggage 197 in a place of examination of luggage 21 , leaves a zone of examination and together with luggage 200 follows 199 in a controlled zone.
In case of detection of explosive devices and/or explosives in clothes and/or on a body, and/or in natural cavities inside a body of the inspected person the explosive devices and/or an explosive are withdrawn 201 by the security person 202, who delivers and places the explosive device and/or an explosive 28 in the device - localizer of explosion 30. Concerning the person who is carrying out illegal transportation of explosive and/or the device, it is made a decision 203 about detention of the inspected person and his detention 204 is made.
The fact of special examination of the person in the cabin - device and also manually according to a signal of the operator 2 of the personal examination scanner about presence in clothes and/or on a body, and/or in natural cavities inside a body of the inspected person of organic substances similar to an explosive, the security person confirms on the board 17, and it is registered in a database 7 of the examination system 25 (see also fig.1 and 2).
The data of examination of the person on the personal examination X-ray scanner 20, the data of examination of luggage on the luggage examination X-ray scanner 19 and the data of examination of the person with use of the cabin - device of detection and non-contact identification of explosives 26 in clothes and/or on a body, and/ or in natural cavities inside a body and manually, are registered in a database 7 and 8 of the examination system 25 (see also fig.1 and fig.2) with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication and can be sent in local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
In fig.19 the route of movement of the inspected persons with luggage without the forbidden inclusions in luggage is shown in case of the motivated or unmotivated refusal of examination on the personal examination X-ray scanner at presence in clothes and/or on a body, and/or in natural cavities inside a body of the man of inclusions out of organic materials similar to explosives.

At the same time during examination (see also fig.24, fig.25, fig.26, fig.27 and fig.28) the inspected person in case of presence of prohibitive signals 49 on the board 40 and/or 53 on the board 42, and/or 56 on the board 43, and/or 57 on the board 44, and/or 51 on the board 41 stays on a place or stops moving at the given stage of a route, or not place his luggage and custom basket with clothes, footwear and things on a luggage reception platform 19 of the scanner until receiving of the permissive signal of the appropriate board or other instruction of the personnel of the examination system 25.
The results of scanning of luggage 220 and custom basket 221 with clothes, footwear and things in the form of the appropriate computer digital file is registered in databases 7 of inspected luggage and personal things of the examination system 25 (see also figs.1 and 2) and during examination are displayed on the monitor 3 of the operator 1 of the luggage scanner 19, and if necessary on the monitor 16 of the security person 15, who carries out the additional manual examination of the luggage and/or the inspected persons, at receiving from the operators of scanner on boards 18 and 17 signals about presence in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or similar to the forbidden devices and/or articles, and/or substances.
At receiving from the operator 2 of the personal examination scanner 20 on boards 18 and 17 a signal about refusal of the person from examination on the personal examination scanner 20 the security person follows 216 to a cabin - device of detection and non-contact identification of explosives 26 and carries out 217 additional examination of the person 215 with the help of the cabin - device of detection and non-contact identification of explosives 26 and also manually.
By results of special examination of the person 215 with use of the cabin - device of detection and non-contact identification of explosives in clothes and/or on a body, and/or in natural cavities inside a body, and also examination 217 of the person by the security person manually, in a case of not detection of an explosive, the security person makes a decision 218 concerning detected in clothes and/or on a body forbidden and/or public dangerous articles and/or substances, and also makes a decision 222 about allowing the inspected person to follow in a controlled zone with available in clothes and/or on a body organic materials not being an explosive or forbidden and/or public dangerous, then personally inspected person, receives 219 in a place of examination of luggage 21 his luggage 220 and custom basket 221 with clothes and things, clothe himself and with luggage 224 follows 223 in a controlled zone.
In case of detection of explosive devices and/or explosives in clothes and/or on a body, and/or in natural cavities inside a body of the inspected person the explosive devices and/or an explosive is withdrawn 225 by the security person 226, who delivers and places the explosive device and/or an explosive 28 in the device - localizer of explosion 30. Concerning the person who is carrying out illegal transportation of explosive substance and/or the device, it is made a decision 227 about detention of the inspected person and his detention 228 is made.
The fact of special examination of the person in the cabin - device and manually according to a signal of the operator 2 of the personal examination scanner 20 about refusal of the inspected person from passage of examination on the scanner of personal examination, the security person confirms on the board 17, and it is registered in a database 7 of the examination system 25 (see also fig.1 and 2).
The data of examination of luggage on the luggage examination X-ray scanner 19 and the data of examination of the person with use of the cabin - device of detection and non-contact identification of explosives 26 in clothes and/or on a body, and/ or in natural cavities inside a body and manually, registered in a database 7 and 8 of the examination system 25 (see also fig.1 and fig.2) with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication and can be sent in local 12 and/or remote 13 databases and/or archives of a storage of the data 14.

At the same time during examination (see also fig.24, fig.25, fig.26, fig.27 and fig.28) the inspected person in case of presence of prohibitive signals 49 on the board 40 and/or 53 on the board 42, and/or 56 on the board 43, and/or 57 on the board 44, and/or 51 on the board 41 stays on a place or stops moving at the given stage of a route, or not place his luggage and custom basket with clothes, footwear and things on a luggage reception platform 19 of the scanner until receiving of the permissive signal of the appropriate board or other instruction of the personnel of the examination system 25.
The results of scanning of the custom basket 243 with clothes, footwear and things in the form of the appropriate computer digital file is registered in databases 7 of inspected luggage and personal things of the examination system 25 (see also figs.1 and 2) and during examination are displayed on the monitor 3 of the operator 1 of the luggage scanner 19, and if necessary on the monitor 16 of the security person 15, who carries out the additional manual examination of the luggage and/or the inspected persons, at receiving from the operators of scanner on boards 18 and 17 signals about presence in luggage and/or in clothes, and/or on a body, and/or in natural cavities inside a body of the inspected person forbidden and/or similar to the forbidden devices and/or articles, and/or substances.
At receiving from the operator 2 of the personal examination scanner 20 on boards 18 and 17 a signal about refusal of the person from examination on the personal examination scanner 20 the security person follows 239 to a cabin - device of detection and non-contact identification of explosives 26 and carries out 240 examination of the person 238 with the help of the cabin - device of detection and non-contact identification of explosives 26 and also manually.
By results of special examination of the person 238 with use of the cabin - device of detection and non-contact identification of explosives in clothes and/or on a body, and/or in natural cavities inside a body, and also examination 240 of the person by the security person manually, in a case not detection of an explosive, the security person makes a decision 241 concerning detected in clothes and/or on a body forbidden and/or public dangerous articles and/or substances, and also makes a decision 244 about allowing the inspected person to follow in a controlled zone with available in clothes and/or on a body organic materials not being an explosive or forbidden and/or public dangerous, then personally inspected person, receives 242 in a place of examination of luggage 21 , his custom basket 243 with clothes and things, clothe himself and with luggage 246 follows 245 in a controlled zone.
In case of detection of explosive devices and/or explosives in clothes and/or on a body, and/or in natural cavities inside a body of the inspected person the explosive devices and/or an explosive are withdrawn 247 by the security person 248, who delivers and places the explosive device and/or an explosive 28 in the device - localizer of explosion 30. Concerning the person who is carrying out illegal transportation of explosive substance and/or the device, it is made a decision 249 on detention of the inspected person and his detention 250 is made.
The fact of special examination of the person in the cabin - device of detection and non-contact identification of explosives and manually according to a signal of the operator 2 of the personal examination scanner 20 about refusal of the inspected person from passage of examination on the scanner of personal examination, the security person confirms on the board 17, and it is registered in a database 7 of the examination system 25 (see also fig.1 and 2).
The data of examination of the custom basket with clothes and things on the luggage examination X-ray scanner 19 and the data of examinationing of the person with use of the cabin - device of detection and non-contact identification of explosives 26 in clothes and/or on a body, and/ or in natural cavities inside a body and manually, registered in a database 7 and 8 of the examination system 25 (see also fig.1 and fig.2) with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication can be sent in local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
Detected by the described method forbidden and/ public dangerous devices and/or articles, and/or substances also represent a large danger for the personnel of the examination system, other persons who are in a zone of examination, and also for controlled object as a whole until they will be withdrawn and properly and safely located.
The experience of antiterrorist defense and struggle with the terrorists in most cases confirms, that the open and demonstrative detection of the weapon and/or of explosive devices during examination of these persons provokes the last ones to use them, that requires the maximal concealment from the offenders of the fact of detection of explosive devices and/or the weapon and taking fast and precise measures for their disarmament and taking them under guard. The democratic character of authority in most countries subjected to terrorist attacks, requires the authentic proofs in court of illegal actions of the persons or their intentions to make such actions deliberately, that dictates necessity in addition to audio and video supervision over actions of the inspected persons also to provide audio and video documenting of actions as the inspected persons, so the actions of the operators of the examination system and other service personnel in all zones, including, not being limited, in zones of a congestion of the inspected persons in front of the examination system, on the personal examination scanner, on the luggage scanner, in places of examination of luggage and persons manually, in a zone of device of detection and non-contact identification of explosives in luggage and in clothes, on a body, and in natural cavities inside a body of the man, in a zone of the device - localizer of explosion, and also on workplaces of the operators and the security personnel.
During examination by the given method it occurs as follows.
In fig.21 , fig.22 and fig.23 it is shown, that with the help of a video cameras 31 the video system realizes a video supervision of the inspected persons and personnel of the system of examination of the persons. Using microphones 32 and
251 of the audio system, it is carried out listening the conversations of the inspected persons and personnel of the system during inspection. With the help of speakers
252 they transmit audio commands and messages to the inspected persons. With the help of system of transmission and reproduction of audio conditions and reproduction of audio signals in headphones 37 of the personnel, including the security personnel, it is carried out a secret from the inspected persons audio informing of the personnel about a course of examination. With the help of system of transmission and visualization of signals and/or the data on the glasses-sets with head-up displaying function 36 they carry out the secret transmission of information and commands to the security personnel. For example, using the device of transmission of wideband radio signals in required ranges 33 they provide suppression of a radio exchange in a zone of examination, by this they exclude transmission of radio commands for exploding the detected explosive devices. Using the system of reading off the data, including biometric about the inspected person 35 and luggage 34, they carry out identification of all data and all received information personally about the inspected person. At the same time the reading off the data, including biometric data from the document, for example, passport and/or from the carrier of these data, for example, for the air passengers from the air ticket or boarding pass can be made in a course of X-ray scanning of the inspected person and the data about luggage in process of X-ray scanning of luggage. Such data about the inspected person and his luggage are combined with the data received during X-ray scanning of the person and luggage, and also, with the data of audio and video supervision of a course of examination of the person and other data connected with his inspection.
The facts and/or the contents, including, not being limited, audio and radio exchange of the personnel of the system among themselves and/or of the security personnel, and/or the radio notification, and/or audio and video supervision of actions and behaviour of the inspected persons and personnel, transmitting of audio and video commands, switching on the system of suppression of a radio exchange in a zone of examination, and also data received at reading off passport and/or person certifying data and/or biometric data from documents and/or from other carriers of these data in the course of inspection of persons, can be registered in databases 7 and 8 of the examination system 25 (see also fig.1 and fig.2), and also with use of the equipment of transmission of the data 9 on wire and/or wireless 10, and/or satellite 11 channels of communication can be sent also in local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
The method of examination of the persons with luggage (see fig.1), includes parallel digital X-ray scanning of luggage and the inspected persons in clothes and with devices, articles and substances in clothes and/or on a body, and/or inside a body, receiving visual digital X-ray image of luggage and body on monitors of the operators 3 and 5, personal examination manually of luggage and persons with the detected forbidden inclusions, at the same time passage of the inspected persons is regulated at the entry in a zone of examination by the monitor 23 for demonstration of rules of passage of examination, and further by signal board 24 determining, the routes of examination, and the whole process of examination of the persons with luggage is supervised by computers on any routes of examination and the results of the control are registered in databases 7 and 8.
With the help of the equipment of transmission of the data 9 with use of wire and wireless 10 channels of communication, including satellite 11 , they carry out transmission of the information about results of examination of luggage and/or of the persons in local 12 and/or the remote databases 13 and/or archives of a storage of the data 14.
With the help of systems of a video and audio supervision and notification 31 , 32 they carry out control of moving of the inspected persons on routes of moving, identification of the persons and the results are registered in databases 7 and 8, local 12 and/or remote 13 databases, and/or archives of a storage of the data 14.
With the help of systems of reading off passport and/or the person certifying data and/or biometric data from the passports and/or from the carriers of the biometric data 35, and also the data from luggage 34 they carry out identification of the persons and luggage and control of moving of the inspected persons on routes of examination, and the results are registered in databases 7 and 8, local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
With the help of system of transmission and reproduction of audio, light and/or video signals on the stationary feedback board 17 they carry out informing on passage and results of examination of the persons with luggage and control of actions of the security personnel, and the results are registered in databases 7 and 8, local 12 and/or remote 13 databases, and/or archives of a storage of the data 14.
With the help of system of transmission and visualization of signals and/or data on glasses-sets with head-up displaying function 36, and/or transmission and reproduction of audio signals in headphones 37 they carry out informing on a course and results of examination of the persons with luggage and control actions of the security personnel, and the results are registered in databases 7 and 8, local 12 and/or remote 13 databases, and/or archives of a storage of the data 14.
With the help of devices of detection of explosives they carry out non-contact identification of explosives in luggage and in clothes and/or on a body, and/or in natural cavities inside a body of the man. With the help of a source of radio radiation 33 they carry out suppression of frequencies of a radio exchange in a zone of examination.
With the help of the device-localizer of explosion 30 they carry out protection from controlled and/or casual exploding of the explosive devices, detected during examination, in a zone of examination and in the building.
The appropriate to an offered method system of examination 25 of persons with luggage (see. fig.1 , 2, 3, 4, 5, 6, 7) is equipped with the digital luggage examination X-ray scanner 19 and the digital X-ray scanner 20 of personal examination of the persons in clothes with devices, articles and substances in clpthes and/or on a body, and/or inside a body; workplaces of the operators 46 with monitors of scanners 3 and 5 for reception of the visual image of luggage and body of the man in clothes together with contents, placed in such a way that they form routes of parallel examination of luggage on the luggage scanner and examination of the persons on the scanner of personal examination, at the end of which it is located the signal board and/or the monitor 17, connected with the digital X-ray scanners for indication of results of examination of the persons with luggage and signals of necessity of realization of examination of luggage and/or of the persons manually, and computers 4 and 6 of the system are connected among themselves and are connected with the help of the equipment of transmission of the data 9 on wire and wireless 10 channels of communication, including satellite 11 , with local 12 and/or remote 13 databases and/or archives of a storage of the data 14; at the same time the route of personal examination of the people is equipped with a mobile platform 45 of the digital X-ray scanner and in its initial position 70 is divided into two directions: examination with use of the digital scanner of personal examination and examination of the man manually; the system in the beginning of a route of examination of the persons with luggage is equipped with the monitor 23 for informing about rules of passage of examination of the inspected persons and for video and audio messages, and further on a route it is installed the signal board and/or monitors, including liquid crystal ones 40, 41 , 42, 43 and 44, regulating moving of the persons and luggage during examination; at the same time the workplaces of the operators 46 are separated from routes of examination of the persons and their luggage by a barrier and/or by partitions 253, and the route of examination of luggage is provided with a place of examination of luggage manually 21.
The signal boards 24 (see fig.1) and 40, 41 , 42, 43 and 44 (see fig.2, 3, 4, 5, 6 and 7) can be made illuminated, for example, as signals of various colour, and/or as screens, including illuminated and/or liquid crystal ones.
For giving signals to the security person about a course of examination of the persons and luggage it can be installed the signal board and/or the monitor 18, and also monitor 16, where the images received on the luggage scanner 19 or the scanner 20 of personal examination are input. Besides in the given monitor the images from the video cameras 31 of the systems of video supervision of the examination system can be input.
On the scanner of personal examination 20 the platform 45 moves through a framework of the scanner from an initial position 70 up to a finishing right position. Standing on a platform 45, the inspected person holds on to the handrails 47.
The system (see fig.1 , 21 , 22, 23) can be equipped with system of video 31 and audio 32 and 251 supervision on routes of moving of the inspected persons and their video and audio notification accordingly by means of a video monitor 23 and audio speakers 252. During examination the listening and record of audio situation in a zone of examination can be carried out, including, not being limited, negotiation of the operators and the security personnel, conversations of the inspected persons in zones of waiting of examination and at various stages of examination, including during examination manually of luggage and/or of the persons in places of examination 21 and 22, and also during the control of the persons in a device - cabin of detection and non-contact identification of explosives 26 and luggage in the device of detection and non-contact identification of explosives 27 in luggage in the organic materials which have been detected on the X-ray scanners 19 and 20 and similar by their attributes to explosives, and also in a controlled zone directly adjacent a zone of examination in its end. At the same time the given system can be equipped with subsystems of the control and/or definition of a psychological condition of the inspected persons. The system can be connected with computers 4 and 6 and monitors 3, 5 and 16 of the operators of scanners of the system and security service, and also to the system databases 7 and 8 and further with use of the equipment of transmission of the data 9 is connected with local 12 and/or remote 13 databases, and also with archives of a storage of the data 14, including of video and audio materials of a procedure of examination.
The system (see fig.1 , 21 , 22) can be equipped with system of reading off passport and/ or the person certifying data and/or biometric data from the passports and/or from the carriers of the biometric data 35, and also data from the luggage 34 and identification of the persons and/or luggage on a route of examination. The scanners of reading off the data are connected with computers 4 and 6 and monitors 3, 5 and 16 of operators of scanners of the system and security service, and also with the system databases 7 and 8 and further with use of the equipment of transmission of the data 9 are connected with local 12 and/or remote 13 databases, and also with archives of a storage of the data 14.
The system (see fig.1 and 21) can be equipped with system of transmission and reproduction of audio, light and/or video signals on the stationary board panel or monitor 17 with a feedback, including interactive. As a feedback device in the board it can be used a panel, and/or buttons, and/or buttons - panel, including ones with varied highlight, both at the expense of intensity of luminescence of a panel and/or of buttons and changing of color of highlight depending on a situation during examination. For tactile input of the information during feedback from the monitor it can be used sensor resistor or sensor capacity screen of the monitor. The stationary board and/or the system monitor 17 are connected with computers 4 and 6 and monitors 3, 5 and 16 of operators of the system scanners and security service, and also with the system databases 7 and 8 and further with use of the equipment of transmission of the data 9 are connected with local 12 and/or remote 13 databases, and also with archives of a storage of the data 14.
The system (see fig.1 and 21) can be equipped with system of transmission and visualization of signals and/or data on glasses-sets with head-up displaying function 36 and/or transmission and reproduction of audio signals in headphones 37 of the security personnel. The system can be connected with computers 4 and 6 and monitors 3, 5 and 16 of operators of the scanners of the system and the security service, and also with the system databases 7 and 8 and further with use of the equipment of transmission of the data 9 is connected with local 12 and/or remote 13 databases, and also with archives of a storage of the data 14.
The system can be equipped with devices of detection and non-contact identification of explosives in luggage and in clothes, on a body and in natural cavities inside a body of the man. The device of non-contact detection and non- contact identification of explosives in clothes and/or on a body, and/or in natural cavities of a body of the man can be made as a cabin and is combined with a place of examination of the persons manually. The device of detection and non-contact identification of explosives 27 in luggage and cabin - device of detection and non- contact identification of explosives 26 in clothes and/or on a body, and/or in natural cavities inside a body can be made with use of a method of nuclear quadrupole resonance based on excitation by radio frequency pulses of known frequency of nitrogen - 14, included in composition of many modern explosives, atomic nucleus of which, having a quadrupole moment, radiate an answer-back signal on frequency corresponding to a concrete type of explosive, and this allows, for example, to identify precisely plastid, elastid, tetryl, and also hexogen (RDX), octogen (HMX), PENT and TNT. The given devices can be connected with computers 4 and 6 and monitors 3 and 5 of operators of the digital luggage X-ray scanner and the digital personal examination X-ray scanner 20, and also with a monitor 16 of the security service, and also further with local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
The system (see fig.1 and 21) can be equipped with devices of suppression 33 of radio exchanges in a zone of examination by additional radio radiation on frequencies of a radio exchange. The system of local blackout of radio signals, including cellular radio communication in a zone of examination of the persons and their luggage, is connected with computers 4 and 6 and monitors 3 and 5 of operators of the luggage digital X-ray scanner 19 and the digital personal examination X-ray scanner 20 and the security service, and also with places of examination of luggage and persons manually. At the same time the given system is connected with computers 4 and 6 and monitors 3, 5 of operators of scanners of the system and monitor 16 and boards 17 and 18 of the security service, and also with the system databases 7 and 8 and further with use of the equipment of transmission of the data 9 is connected with local 12 and/or remote 13 databases and/or archives of a storage of the data 14.
The system (see fig.1 and 21) can be equipped with mobile and/or movable, and/or portable device - localizer of explosion 30 in case of controlled and/or casual exploding of the explosive devices, detected during examination in a zone of examination or during evacuation of explosive devices. The device-localizer of explosion can have a rigid design or can be made on the basis of realization of Gelfand-Selikov effect, ensuring fast attenuation and washout of a front of a shock wave with dissipation of energy of explosion by multiphase liquid-gas relaxation medium (dispersant). Such device-localizer of explosion reduces up to a minimum destruction and human victims, effectively suppressing high-explosive, splinter, thermal and thermo-baric impact of explosion, and also essentially reduces amplitude at the shock wave front of explosion.
The system (see fig.1 , 2, 3, 4, 5, 6, 7) on routes of moving of the inspected persons at the input on a mobile platform 45 of X-ray scanner 20 and at the output from the scanner can be equipped with supporting safety handrails 39, ensuring also directions of movement of the inspected persons.
All or the separate partitions of workplaces of the operators of scanners of the examination system (see fig.1 , 3, 5, 7) partially or completely can be equipped with mirror glasses of a unilateral transparency 38, including glasses with protective properties from ionizing radiation.
In turn, all or the separate mirror glasses of a unilateral transparency can have smoothly or discretely changeable transparency. The change of a transparency of glasses can be provided, including with electronic control. The electronic regulation of a transparency can be set by the operators and/or be provided in an automatic mode, for example, depending on light illumination of a zone of examination in various time of day and/or the periods of time.

Claims

CLAIMSWhat is claimed is:
1. The method of examination of the persons with luggage including parallel digital X-ray scanning of luggage and of the inspected persons in clothes and with devices, articles and substances in clothes and/or on a body, and/or inside a body, receiving of the visual digital X-ray image of luggage and the bodies on monitors of the operators, personal examination manually of luggage and persons with the detected forbidden inclusions, at the same time the passage of the inspected persons is regulated at the entry in a zone of examination by the monitor for demonstration of rules of passage of examination and further by signal boards determining routes of examination, and the whole process of examination of the persons with luggage is supervised by computers on any routes of examination, and the results of examination are registered in databases.
2. The method of claim 1 wherein with the help of the equipment of transmission of the data with use of wire and wireless channels of communication, including satellite, it is carried out transmission of the information about results of examination of luggage and/or of the persons in local and/or in remote databases and/or archives of a storage.
3. The method of claim 1 and 2 wherein with the help of systems of a video and audio supervision and notification it is carried out the control of moving of the inspected persons on routes of moving, identification of the persons and the results are registered in databases.
4. The method of claim 1 and 2 wherein with the help of systems of reading off passport and/or the person certifying data and/or biometric data from the passports and/or from the carriers of the biometric data, and also the data from luggage it is carried out identification of the persons and luggage, and control of moving of the inspected persons on routes of examination, and the results are registered in databases.
5. The method of claim 1 and 2 wherein with the help of the system of transmission and reproduction of audio, light and/or video signals on the stationary feedback board it is carried out informing about passage and results of examination of the persons with luggage and control of actions of the security personnel, and the results are registered in databases.
6. The method of claim 1 and 2 wherein with the help of system of transmission and visualization of signals and/or the data on the glasses-sets with head-up displaying function and/ or transmission and reproduction of audio signals in headphones it is carried out informing about a course and results of examination of the persons with luggage and control of actions of the security personnel, and the results are registered in databases.
7. The method of claim 1 wherein with the help of detector of an explosive it is carried out the non-contact identification of explosives in luggage, in clothes and/or on a body, and/or in natural cavities inside a body of the man.
8. The method of claim 1 wherein with the help of a source of radio radiation it is carried out suppression of frequencies of radio exchange in a zone of examination.
9. The method of claim 1 wherein with the help of the device-localizer of explosion it is carried out protection from controlled and/or casual exploding of the explosive devices, detected during examination, in a zone of examination and on object.
10. The system for examination of the persons with luggage equipped with the digital X-ray scanner of examination of luggage and the digital X-ray scanner of personal examination of the persons in clothes with devices, articles and substances in clothes and/or on a body, and/or inside a body; workplaces of the operators with monitors of scanners for reception of the visual image of luggage and body of the man in clothes together with contents, which are placed in such a way that they form routes of parallel examination of luggage on the luggage scanner and examination of the persons on the scanner of personal examination, at the end of which it is located the signal board and/or the monitor connected with digital X-ray scanners for indication of results of examination of the persons with luggage and also signals of necessity of realization of examination of luggage and/or the persons manually, and computers of the system are connected among themselves and are connected with the help of the equipment of transmission of the data on wire and wireless channels of communication, including satellite, with local and/or remote databases and/or archives of a storage of the data; at the same time the route of examination of the people is equipped with a mobile platform of the digital X-ray scanner and in its initial position is divided into two directions: examination with use of the digital scanner of personal examination and examination of the man manually; the system in the beginning of a route of examination of the persons with luggage is equipped with the monitor for informing about rules of passage of examination of the inspected persons and for the video and audio messages, and further on a route the signal boards regulating moving of the persons and luggage during examination are installed; at the same time the workplaces of the operators are separated from routes of examination of the persons and their luggage by a barrier and/or by partitions, and the route of examination of luggage is provided with a place of examination of luggage manually.
11. The system of claim 10, further including the system of a video and audio supervision on routes of moving of the inspected persons and their video and audio notification.
12. The system of claim 10, further including the system of reading off passport and/or the person certifying data and/or biometric data from the passports and/or from the carriers of the biometric data, and also the data from the luggage and identification of the persons and/or of luggage on a route of examination.
13. The system of claim 10, further including the system of transmission and reproduction of audio, light and/or video signals on the stationary feedback board.
14. The system of claim 10, further including the system of transmission and visualization of signals and/or the data on the glasses-sets with head-up displaying function and/ or transmission and reproduction of audio signals in headphones of the security personnel.
15. The system of claim 10, further including the devices of detection and non- contact identification of explosives in luggage and in clothes, on a body and in natural cavities inside a body of the man.
16. The system of claim 10, further including the devices of suppression by additional radio radiation of frequencies of a radio exchange in a zone of examination.
17. The system of claim 10, further including the mobile and/or movable, and/or portable device-localizer of explosion in case of controlled and/or casual exploding of the explosive devices, detected during examination, in a zone of examination and on object.
18. The system of claim 10, where in on the routes of moving of the inspected persons at the input on a mobile examination platform of the X-ray scanner and at the output from the scanner the supporting safety handrails are installed.
19. The system of claim 10, where in all or the separate partitions of workplaces of the operators of scanners are partially or completely equipped with mirror glasses of a unilateral transparency, having the protective properties from ionizing radiation.
20. The system of claim 10, where in all or the separate mirror glasses of a unilateral transparency have smoothly and/or discretely changeable transparency, including electronic regulation and/or control.
