The Office of Community Planning and Development (CPD) makes affordable housing its own holy grail. A division of the Department of Housing and Urban Development, CPD partners with governmental and private organizations in developing different approaches to providing housing and economic opportunities to low- and moderate-income residents. Community development block grants, economic development loan funds, investment partnerships, and emergency shelter grants are all among the office's various offerings. CPD programs totaled more than $19 billion in 2006, a 129% increase from the prior year.
