The Bureau of Educational and Cultural Affairs (ECA) tries to bring the world a little closer together. It works to foster cultural understanding between the US citizens and those of other nations worldwide. ECA sponsors and funds programs, including the Fulbright Program, to bring international students to the US and send US students overseas. It also runs cross-border cultural, summer work exchange, English language teaching, and sports programs. The ECA targets professionals and college, graduate, and high school students, including international youth exchange students. The State Department's Under Secretary for Public Diplomacy and Public Affairs overseas the bureau.
