Part of the Department of Housing and Urban Development (HUD), the Office of Policy Development and Research (PD&R) helps the HUD Secretary carry out the department's overall policy goals. PD&R analyzes HUD policy through research, surveys, studies, and evaluations with regard to department programs, and budget and legislative proposals. The PD&R's work is the foundation for current information that HUD provides on housing needs, market conditions, and HUD programs. The service also assists in oversight of home mortgage lenders Fannie Mae and Freddie Mac, offering data support for office operations, and partnering with universities in assisting their communities.
