Even Judge Judy can't make foreign governments pay up, but thanks to the FCSC, US citizens may still pursue redress. A component of the DOJ, the Foreign Claims Settlement Commission (FCSC) is an independent federal agency that adjudicates claims of US nationals against foreign governments. The FCSC determines the validity and monetary value of claims by US nationals for loss of property or for personal injury in foreign countries, such as losses resulting from the nationalization of property by foreign governments or as the result of military actions. The FCSC interjects itself as authorized by Congress, upon referral by the Secretary of State, or following government-to-government claims settlement agreements.
